Horizon & DRPL Parking Fine

Hi, need some follow up advice on my case. Following up on my previous post here a month ago regarding the same situation and just need some sound advice
I have read through the threads and Horizon and Debt Recovery Plus, Pre Legal Action — MoneySavingExpert Forum this is a similar situation to myself.
I have received texts form DRPL asking for money but have not received any letters from Horizon or DRPL because my address was outdated on the VC5 (Which has now been updated last month)
I have informed Horizon and DRPL of my change of address via email and have asked them to resend any previous correspondence to my current address even if outdated. Quoted below

Hi,
I am the registered keeper of this vehicle and would like to submit a subject access request on this vehicle.
Furthermore, I believe you may see below my updated address. Please ensure that you erase any address you may have on your system and inform and agents or subcontractors that this change has occurred.
Old Address: XXXXXXXXXXXXXXXXXX
Updated Address: XXXXXXXXXXXXXXXX.
Please can you ensure any correspondence you have previously sent to the old address is re-sent to the updated address. This can be related to the parking charge notice at the beginning of this email.
As stated I am the registered keeper of this vehicle.

I have not heard anything from DRPL, not even confirming my address. However, i have had a response from Horizon stating the following
"Good morning,
Thank you for contacting us.
I can confirm your address details has been updated accordingly.
Please be advised, your Parking Charge is currently with Debt Recovery Plus so please contact them regarding this also. Their contact details are as follows:
Debt Recovery Plus
Po Box 219
Manchester
M34 0DG"
There has been no mention of sending letters to my new address and i have sent a follow up email again this week asking for this to happen.
Because i have not seen the letters, i do not know where or when the charge occurred which is stopping me from finding evidence to see if this claim is false or if i can approach the owner of the car park/land to withdraw the PCN
On the link i posted the other person put in a complaint, would you recommend this course of action for myself as well?
I have not at any point highlighted i was the driver of the vehicle and am past the appeal date.

DRP ltd are mere debt collectors, so ignore them, especially if they have changed the address to your current address
Horizon wont send you your data UNLESS you email a SAR to their DPO and preferably add a picture of your up to date V5C log book, or 2 recent redacted utility bills, because you have to add proof to your email
At this stage we do not recommend anyone to email the SAR until any future court claim is with your local civil court
If its a Tesco PCN, then complain about it to Tesco's giving your name, address and VRM details, plus the reference on the letter, adding a copy of the letters
Your mistake was not updating the V5c, a legal requirement, so you have rectified that. Not receiving the paperwork was caused by not changing the address promptly, its not a defence
You stated that you checked the Horizon website, so already have some facts
Let them make the mistakes, there is currently no rush, but definitely complain, plan A

Yes im aware technically the fault is my own not updating my VC5. I am very confident that whatever the invoice i can provide evidence to have it removed by the land owner. If i send a picture of my updated VC5, do you think in the email i can ask them to send me the original NTK? and follow up reminders? Just to give me some information on where it has occurred.

As I said, you can email a SAR to the DPO at Horizon to obtain all your data, that is the law under GDPR
You could do the same with DRP LTD
We would suggest that you only do so part way through any future court claim, but not at this time

Its most likely to be at a nearby Tesco that you visited, but its the Tesco head office that you should complain to, the customer service or the CEO , you can Google those details , and DRP LTD probably provided some details because you said you logged in to the horizon website

Is there a blanket template i could use to complain to Tesco? If so i can send it round to as many places i can find that deal with Horizon. There's Sainsburys, my place of work and lots of others that use Horizon near my area that make it difficult for me to pin down where the issue occurred without seeing the NTK.
My main concern is, what if its not Tesco. How can i go about getting the NTK sent to me from Horizon as early as possible?0 -
No templates, but plenty of examples in the Successful complaints thread in announcements at the top of the forum, plus probably a few in previous similar cases to yours on here. I have read many written complaints over the years. You must use the forum as a resource, its all happened before, very little is new here
SAR replies take 30 days, the law gives them that time
If you are saying that you don't know the location of the incident, is it not mentioned on the debt collectors paperwork. ? The Horizon details should be on them, like a reference number . You also stated that you had checked the Horizon website
Check which parking companies enforce each supermarket, if there is only one that is Horizon, its likely to be that location
Its your choice if you want to email the SAR or not, if you do, expect a reply next month1 -

Even on the horizon website, when logging in to see my PCN and the charge. The account just said it has now been passed on to the DRPL and i could not view any details of my NTK.
I have just checked again now and on the Horizon website upon typing in my details it states
"This PCN has been transferred to our Legal Department, Please contact us if you wish to enquire about this PCN"
I imagine this means they will now attempt legal action for the invoice.
So just to re affirm, i have not had any documentation about when or where the charge occurred which is stopping me from complaining to the landowner. I am completely blind in this regard which is what is worrying me.0 -

Thats the ONLY current way that you can obtain the missing paperwork, otherwise you wont see it until during a possible future court claimMasterJunior said:

Hopefully then i can find some evidence to support not paying the invoice.
That would be between you and the business or landowner, subject to the details you may hold
One likely scenario is an overstay, another is incorrect VRM entry at the time, another is non payment or insufficient payment, depending on the location, etc etc2
