Horizon & DRPL Parking Fine

Hi all, advice really appreciated here.
I have just received a text from DRPL regarding a parking charge stating that my charge is overdue and it has been passed to DRPL from horizon. Seems legit and I have checked on the Horizon website regarding this charge which I can see it says they have now passed it on to DRPL (it will not let me appeal now)
the problem is:
- I have never received a letter of the PCN. My VC5 was NOT up to date, which I have just now updated with the DVLA.

- Aware this was why I have not received any letters. But also was not aware I had to update my Car registration as my tax and driving licence are all up to date
- however, I have no idea where the fine has come from, no location or date it occurred or anything has come through so I am completely blind as to why I’ve received this.
- I can’t contact horizon at all, no email or phone number for general enquiries from what I can see.
- Based on this forum I do not want to contact DRPL.

It is not a fine.
Contact details for Horizon/how to update the keeper's address can be found on their website, once you have clicked on "No".
Parking Charge Enquiries - Horizon Parking Horizon Parking
Plan A is always a complaint to the landowner and the keeper's MP.
Of course a vehicle keeper must update their V5C contact details with the DVLA. It tells you on the document what you must do if you move home or sell the vehicle. This has nothing to do with the keeper's driving licence. The keeper may not even have a driving licence.
Never, ever 'phone a parking company or any of their agents. Everything must be done in writing. Do not reveal the driver's identity when you contact them, so make sure you tick "keeper" on the change of address form.

Should I wait until I have my new VC5 to update Horizon.
DVLA have been updated today about my new address, I will receive my VC5 in 5 working days.Or now that DVLA know about my update can I go and contact horizon today via your advice?0 -
Contact Horizon immediately. They cannot obtain the keeper's new address from the DVLA. They can lawfully use the old address to send a court claim if they wish unless they have been provided with the keeper's new address for service.I married my cousin. You need a screenshot of the whole page showing the keeper's new address details. It looks like you are trying to do this on a 'phone. I suggest you use at least a tablet, or better yet, a full sized computer.
You will certainly need to access this forum using a computer as not all the functions will work on a 'phone.
