I wouldn't use the template reply in your case.
Literally just - in your own words, NOT too politely - tear them a new one and shout that this is a double dip and that you'll counterclaim for data breach, if they proceed to litigation. Tell DCB Legal that they'll have no option but to cancel this one.
Add that you suspect they've acquired this data in massive bulk and neither they nor their supposed 'client' (merely a bulk data feeder) have carried out any ANPR image checks whatsoever. The counterclaim will be for at least £300 so put up or shut up.
(Re the POPLA one, somebody else can answer because I never bother with POPLA).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
