BW Legal have ignored their duty to allow more time for parking.Nope, they haven't.
BW Legal are not Napier. They are merely acting as debt collectors and are only accountable to those rules.
You need to read the Code I linked (and check it's the most recent one, because I didn't check) and identify exactly which clauses relating to debt recovery that you believe BW Legal have breached,PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

.......... and anyway it is not more time for parking, it is more time to get from car to PDT, back to car, to shops and back, get into car and leave and similar actions.2

I’ve now received this letter. What are the next steps please?

The next ones in the 8 steps in the Template Defence thread.

And remember the Public Consultation that I mentioned that we needed you to return for? This month, we need you:PLEASE bookmark this thread below and do the government's Public Consultation if you haven't done it yet.
Their proposals are wrong. We must stop them.
See this thread: -
We need every poster to come back & complete this vital Consultation before the deadline! Just 2 weeks left but please don't rush it. You can do some then save it and come back to it as you have time.
We understand that you may need some pointers. It looks laborious, we get that.
I'm taking a closer look this week and we'll walk people through the questions, and tell you what I'm going to put and/or what sort of evidence you might wish to use for your response, if you agree with what we'll be saying from our experience.
I've covered up to question 20 already on that thread.
Whilst your answers must of course be your own, there are vital points to safeguard motorists interests to make, that many people may not think of without our guidance because we see cases every day and we know the legal background. There won't be a template - the survey is for you to reply in your words - but we'll help everyone with what to focus on.

Hi, question re N180 form, I will need to attend court with the defendant if it goes to court as he is vulnerable and has a disability, do I therefore put 2 witnesses for the witness question ‘how many witnesses, including yourself, will give evidence on your behalf at the hearing’?0
-
You can either be a witness who was there at the time, providing their own separate witness statement
or a Lay Representative, who can speak on behalf of the defendant
or a McKenzie Friend, who can talk to the defendant in court and provide moral support but not speak on their behalf.
Only the first one is for the N180 form.
