MCOL also asks for defendants phone number but not mandatory, should I put the phone number in for the ‘mediator’ call or will they have the number from the system/parking files anyway?0

Put a number in for the mediator call
A counter claim has to be paid for up front ( typically £35 ) and have a legal cause of action, most people haven't got one, so don't counter claim unless you have a good legal reason for doing so
Costs assessment paperwork goes to your local civil court at the WS stage and is a separate sheet, costs are capped at around £95 plus fuel and parking charges, a defendant might get half a day plus a few pounds for those costs
