If the system in the/a car park registers a number plate on entry, then if that system is designed correctly it shouldn't allow incorrect number plates being subsequently  entered into a payment system., the user should be presented with an error message.

However these parking companies are not interested in good design, only making money.

    From the Plain Language Commission:

"The BPA has surely become one of the most socially dangerous organisations in the UK"

Thats a strong point and has been puzzling me ever since i received the fine, why did the parking meter say payment successful to a Reg plate thats not entered there property/ gone by there cameras, makes no sense at all. Its all clearly a scam.

Respond by email using the response template in that newbies thread second post, to DCB Legal

They will respond to you with a template

Then await an N1SDT court claim pack from the CNBC in Northampton using MCOL

The newbies sticky thread plus the defence template thread will help with those 2 stages
Thanks I have found the template and about to send it, so its best to just send it off word for word unaltered with nothing added except the ref and claimant?  The letter has an email of info@dcblegal.co.uk , i saw some other dcbl emails form other threads for a sarah@dcblegal.co.uk would you send to that email also?

Just email the LoC response, unchanged apart from adding those identifiers,  to the info address only,  dont overthink this stage

No fines are involved here, just invoices,  magistrates issue fines,  not private parking companies

Hi Guys DCB legal have replied
Any advice on next steps please or do I just ignore??

    Dear  xxxxxxx

We write in response to your correspondence received in our office dated 06/03/2025.

We now respond to the same as follows.

For the purpose of clarity, the sum added is a contribution to the actual costs incurred by our Client as a result of your non-payment. Our Client’s employees have spent time and material attempting to recover the debt. This is not our Client’s usual business, and the resources could have been better spent in other areas of the business. Had you of paid as per the Contract, there would have been no need for recovery action so the amount due would not have increased.

Please note, the HMRC ‘VAT Supply and Consideration manual’ (VATSC06140), which was last updated on 02 September 2020, confirmed that Parking Charge Notices fall out of the scope of VAT. Furthermore, the Parking Charge was not issued due to damage or loss, the Parking charge was issued due to breach of contract.

As per your request, you now have 30 days from the date of this email after which payment of £170.00 will be due. Failure to make payment will result in a Claim being issued against you without any further reference.

Payment can be made via bank transfer to our designated client account: -

Account Name: DCB Legal Ltd Client Account
    Sort Code: 20-24-09
    Account Number: 60964441
You must quote the correct case reference (xxxxxx) when making payment. If you do not, we may be unable to correctly allocate the payment. If further action is taken by us as a result of an incorrect reference being quoted, you will be liable for any further fees or costs incurred.

Alternatively, you can contact DCB Legal Ltd on 0203 838 7038 to make payment over the telephone or online at https://dcblegal.co.uk/response/pay-online/

    Kind Regards,

    Jessica Hayes

Eh? She signs off as working for Whistl? Really?

Please search the forum for that VAT acronym and send it to HMRC (copy any one of the hundred zillion other exact same 'VAT concern' complaints). Don't just do nothing.

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

How long are you away for? If more than a week, you'll need a friend to open your post and email you abroad if a claim form arrives as you'll need to acknowledge it sharpish.
