Getting your mobile number is probably from some credit search or other. I had another robo-scammer calling me on a number that I had only ever used for one credit card application.
Empira are lying, they will not send anyone out for less than £600 as has been previously mentioned.
If the amount owed is more than £600 then the creditor can apply to the High Court for a Writ of Control and instruct bailiffs to recover the unpaid sum (plus their usual collection fees).
Since £289 is less than £600 there's no danger of an unwanted visit.
I suggest you block their CallerID to prevent further messages and also report them to the ICO here:
