NATIONAL PARKING MANAGEMENT LIMITED

I wonder if somebody can seriously help me out. Received this CCJ letter from National Parking Management. No correspondence before this and it is addressed to my dad (the owner of the vehicle). He is flavbergasted to say the least and is a very civil person. He is 77, disabled and a heart patient. He holds a disabled badge and has recently lost his wife (passed away just over a month ago), he has been dealing with this and caring for her in distress for the past 6 months.
my question is this:
is this a scam?
why has there been no previous correspondence?
what does he do in his position?
on his behalf I have read several threads with mixed responses. Some saying ignore it and others saying appeal it…but how can you appeal it when it is a CCJ?
please help and any support is welcome.

He must have ignored/overlooked a court claim a month ago around the time when his wife was dying. This is horrible but can be unpicked under these circumstances.
If he has low savings he may be able to apply to set aside this CCJ with no fees payable.
Firstly email the CNBC as him (not as you) and ask when and where the supposed Claim Form was posted, AND ASK for a copy of the Particulars of Claim, a copy of form N244 to apply to set judgment aside and information about Help with Fees.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So the letter he has received is 100% legit and needs acting on?The research I have done behind National Parking Management, Gladstone Solicitors and Civil National Business Centre are all very telling reviews/views in the extreme negative light.
My dad is not one to overlook letter/court claim etc.
If he received anything of note he has always had his children look into it.
So am I right in thinking he has to pay this one way or the other? How is this a fair process?0 -
No you are not right in thinking he has to pay now or in the end (unlikely he'd lose against a predatory PPC).My advice stands. That's how to get it set aside.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You have asked three questions...
Yes, that Default Judgment looks legitimate.
A phone call to the Civil National Business Centre will confirm that.
Look up the number via google rather than rely on the number on the form if you have your doubts.
You are wrong that he has to pay that. You have already been advised to get further details.
As for fairness...
Unfortunately there are people out there who will ignore these things and surely you can understand that it must be very difficult, if not impossible, for HMC&TS to differentiate those who have a really valid reason for not responding from those who don't.2 -
Thank you Coupon and Keith. Sorry if I sound ignorant and I am not able to get my point across. As you can imagine the whole family is still grieving for losing our mother and this is the last thing we needed to deal with.
I am really struggling to find the time to deal with this myself. Is there an email address for CNBC and is there a current draft I can follow? I have never dealt with things like this before and my father is unable to write english and struggles to speak the language too. He does not have an email address of his own…1 -
Do you have legal power of attorney or similar. ( Lasting power of attorney. ) to deal with matters on his behalf. ?
If not, you may not be able to just step in and take over, although you can assist him to do so, or a qualified solicitor can probably do so
I would certainly think that the document is legitimate, so what is the date shown on that document. ?
There is no known email address other than those listed on their website, which were updated a few months ago
Their phone number is also on their website too
There are no drafts or templates, set asides require form filling etc

Thank you all.
Just to give further context and background research:
I put out on my platform if anyone had something similar happened to them and I got mixed responses. Those who had issues with private parking company including NPM said they paid the outstanding amount under pressure as the fees were building up, others said they continued to ignore and nothing ever happened and others received CCJ like my dad and paid (as they assumed they had no other option).
Further research found that a friend of mine recently received a PCN from NPM and they were situated local to us and it is likely here where it may had occurred (impossible to tell as no other correspondence to go off and confirm). This is outside a beauty shop and post office. This car park has no longer any signs of being a private car park belonging to NPM- the signs have been removed.Due to many complaints from other businesses and members of the public the owner of the land has now issued for the camera to be removed after it was recently reinstated. Not sure any of this would help my dad now but thought I would share this as it probably the most likely spot as many have been ‘done over’ in this car park. Apparently they issue fines to anyone at anytime and do not close the gates after the post office and beauty shop is closed- most suggesting this being a deliberate ploy for public to park and be fined. A local business tried once to close their gates/put cones and those businesses (hair n beauty/post office) called the police for tress passing.
My next question is do I go ahead and ring them to check and verify or would this best option be to write an email? I would have to send this from my email ( I do not have power of attorney) but neither is my dad able to hire a solicitor and pay solicitor fees.
In the email, do we address dad’s recent circumstances or simply enquire about the claim form?0 -
I have also reached out to the land owner of this car park to see if he is able to assist on the matter as he is a well respected man of the community and is linked with the council.0

You definitely don't need a solicitor. Use my words above as your template. Email as him, in his name.
You can't phone because you are not the Defendant. They almost never answer; you'd wait on the phone over an hour then only to be told you are a third party so they can't talk to you. That's why I didn't say 'phone CNBC'.
That is a real notice of CCJ by default.
There is no risk. Do not pay.My advice is unchanged. Honestly, that's what to do (make sure the email says his name at the bottom and quotes the CLAIM NUMBER in the subject line AND ask every single thing I said).
My sincere condolences. I've lost more close relatives than I can count on one hand and it never gets easier when newly bereaved. Wishing you peace and good times in the future.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
