CPM are now back with ANPR! To make it worse, anyone with a utility bill with the same postcode is able to apply for an e-permit, so those without allocated bays are able to get around the ANPR and park anywhere they like now.Wow.
Even worse. Injunction needed to stop this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I’m half minded to cover the camera with something temporary and non-damaging to be honest.
its a joke that they think this is beneficial to those with spaces as opposed to a zero labour cash grab for their profit0 -
Well you know what needs to be done
David from small claims could draw up the particulars pretty quickly I would say. No reason you can't have an application logged with your local county court within the next week /10 days

If I was in that situation I would be letter dropping all residents telling then not to buy any permits and alerting them to the scam.
UKPC Vs Davey springs to mind.
As for the cameras, do you have the right to pass and re pass without let or hindrance over the access roads to your property? In other words do you have the right to access your parking space/property?
If so then any CCTV/ANPR may well breach that and you could be within your rights to disable them as long as you do not damage them.
You could put a bag over them, or if they have an adjustment screw/attachment point them slightly towards the sky (less easy to spot than than a bin bag) just make sure that you do it safely, and to be less obvious put on a hi Vis jacket so you look like a workerFrom the Plain Language Commission:

you need to actually lance the boil so to speak1 -
It's also ironic isn't it that unless all this ANPR and communications interface is solar powered, the residents are probably also paying for the electricity to power it through their charges. If it was proven that the supply was coming from a power source I was paying for, e.g. from communal lighting circuit, I would switch it off!I have just become a director of the management of our estate, which is a new build private estate, we know everything that goes on with the management company and they don't make any decisions without consulting us.We recently voted on engaging a new landscape company from a list of tenders, and even supervise the inspection of the attenuation tanks under the road to protect our investment.I don't know how these jumped up management companies get away with walking all over people, the problem is that 75% of the residents are apathetic until it affects them directly.5

That may work to your advantage. Payment implies some kind of agreement/contract with CPM. If you don't pay, you can't possibly be agreeing to anything they want to impose. That and the fact that any signage is moot - no signage can make you an offer to park on a demised space to which you already have the right to park.3 -

Luckily, this is not the case with the brokers that i work with, but I have seen MA getting anywhere from 30% to 50% commission on insurance premiums for doing fudge all apart from approaching a couple of brokers and asking for a quote to insure a building block.
To add insult to injury, when approached by a leaseholder to make a claim. Usually they will send them away stating the damage is not affecting a communal area, so NOT their problem and the LH needs to sort it out on their own. So literally instead of £100, you have to pay £150 for your insurance with the extra £50 going straight into the MA's back pocket for doing nothing at all.
As mentioned new FCA regulation is limiting the amount of commission agents are now able to charge, it needs to be fully disclosed and also justified. So my understanding is that MA are losing a massive income stream and are now desperate in trying to find new ways to keep the income coming in (one of them being stealing your parking rights from under your feet and selling them to an ex-clamper).3 -
you must not pay for any permit, and you must tell everyone else not to pay. From the Plain Language Commission:

it just says some rules about what vehicles must do (I didn’t know a vehicle was an autonomous being able to acquire and hold an e-permit), and that the driver is liable to a charge of £100 for breaching those terms.
Aren’t penalty clauses unenforceable?0
