the only wriggle space is the cost capping
    No it's not.

I will not accept the BPA/IPC Code abomination even it was used with costs capping added.  That's a hard NO.

Their code is appalling in so many ways and we are already seeing the results: e.g. keepers denied their right to appeal.

By producing a 'soft' version of the statutory Code (their 'green light' clauses only) there is loads the two APAs have changed. Loads. I'm not going into details here but the good guys & gals on the Steering Group have gone through the BPA/IPC joke of a code with a fine tooth comb.  So much wrong with it.
I do wonder if Angela Rayner is fully up to speed  regarding the code of practice.
And, does she know that the cowboys rode in and probably run the BPA

Angela should dump the IPC and crack down on the BPA and their department and return them back to the day of POFA when government put trust in them ..... what a let down for government.

And the BPA / IPC code of practice is total rubbish, it's a cowboy fabrication and NOT a law and nobody should take any notice of it despite what parking companies, the debt collectors and the legals say
IT IS A SHAM CODE OF PRACTICE

Has that analysis of BPA/IPC been published? Can the Steering Group get it into the hands of every MP and the Commons/Lords Libraries? Along with the various AA/RAC critiques published at the time?

No. But it's gone to the MHCLG and they do listen to me.  I'm certainly not publishing it (and I can't because it is an official submission where rules apply).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

ANPR can only do what it says on the tin.

Even legislation on the statute book is not safe from a commercial lobby  (and inexperienced politicians?)

    Will Private Parking Bill/Code survive?

I noticed new APNR cameras appearing at entrance/exit in a retail carpark a few weeks ago.  Currently free parking with no limits for customers.  A few days later a flimsy poster was stuck to the cameras by group nexus saying customer parking was still free but cameras were just to collect data.  Poster has now gone.  I thought I would check what they had said the cameras were for on the planning permission application.  Surprise surprise there wasn't one.  I have complained to the council about this and have received an acknowledgement but no response so far.

You might also lodge a query with the Information Commissioner about the legality of the cameras and the data they collect.
But this is not really germane to this discussion of the future of the Private Parking Code of Practice!
