Angela should dump the IPC and crack down on the BPA and their department and return them back to the day of POFA when government put trust in them ..... what a let down for government.
And the BPA / IPC code of practice is total rubbish, it's a cowboy fabrication and NOT a law and nobody should take any notice of it despite what parking companies, the debt collectors and the legals say

Has that analysis of BPA/IPC been published? Can the Steering Group get it into the hands of every MP and the Commons/Lords Libraries? Along with the various AA/RAC critiques published at the time?

Looks like attempts are emerging to shift the focus away from the fact that ANPR cameras generate unfair PCNs making huge profits year on year for the private parking industry.
I've read two articles recently where car park landowners try to distance themselves from this fact by offering alternative reasons for employing ANPR cameras in their car parks.
Landowner First Hydro states:
"The system was set up to manage litter, anti-social activities and non-compliance of car park users".

Southeastern trains suggest their planned 24/7 ANPR car park camera system "helps to further improve security for customers."

Embarrassingly for First Hydro their camera system proved not to be the solution to manage litter and anti-social activities but it did issue PCNs....to the volunteer litter-picker!! Plan A didn't see his PCN cancelled by the landowner but they kindly took his VRM so he wouldn't receive PCNs in the future when he was picking up litter from their car park!!!!
I wonder if this 'shifting the focus' is an attempt to convince new Ministers/MPs/public that ANPR car park cameras are multifunctional and provides a solution to other issues affecting communities.
I think journalists, our new MPs and Ministers when fed this misinformation should ask for an explanation/evidence on how a car park ANPR camera manages and/or deters:
• litter
• anti-social activities
• fly-tipping
• vandalism
• crime
• and improve security for customers
It's unlikely Lord Khan, one of the new Parliamentary Under-Secretary of State for the MHCLG will be misled. He was described as "quite an expert on private parking" during a 2022 private parking CoP debate. Good to know there's an 'expert' in new MHCLG team when the long overdue statutory parking code and wider enforcement framework eventually makes it onto Angela's team meeting agenda.

how a car park ANPR camera manages and/or deters:Owd Trev Whitehouse's 'ANPR-in-a-Box' did all of that, including catching terrorists, tax dodgers, shoplifters and illegal immigrants. Pity he didn't get his algyarythumbs quite sorted out down in his garden shed!

I noticed new APNR cameras appearing at entrance/exit in a retail carpark a few weeks ago. Currently free parking with no limits for customers. A few days later a flimsy poster was stuck to the cameras by group nexus saying customer parking was still free but cameras were just to collect data. Poster has now gone. I thought I would check what they had said the cameras were for on the planning permission application. Surprise surprise there wasn't one.
