I only made the comment as it is a very unusual, (I've never come across it before) condition. Most accounts that have a withdrawal limit have a time fixed in the day when the clock resets. It must be a very unique software that counts down the hours for each individual as to when they can withdraw further funds.

Santander operates the same way when calculating how much you can withdraw.

Interesting. I had an account with Santander a few years back but never noticed this. Do Cahoot also operate this system (although much less likely to be an issue as they have a 100K daily withdrawal limit)?

Yes, both Cahoot and Santander do the same.
The only difference between the two is Cahoot have a online transaction limit of £24,999.99 for some reason, while Santander is £25k

Some kind assistant in Santander explained to me once how the £25k limit worked. He seemed to say that it was a limit per transaction and that you could do up to 4 such transactions in a day (although the last might have to be for a little less than £25k so you didn't hit £100k).

Why does the NatWest Group multiply these separate "sideline" savings-only accounts (Saga, First Active) instead of simply proposing the same savings account with similar attractive instant access rate (4.50%) under their own brand (NatWest, RBS, or Ulster) ?

Marketing, innit (or rather the lack thereof).
Probably wants to keep the main brands for their current account/credit card and ancillary offerings.
Saga has its own legacy branding/loyalty and that has value as a stand-alone,
Not really sure where First Active sits, other than a legacy brand from its origins in 1860's Dublin.

It’s on the main screen where your accounts are listed on the right. Not there if you go into any of the accounts.
