After months of trying, I've finally received a response from Bristol Airport.
They are refusing to answer the question: "I was stopped at a red traffic light. There was traffic behind me, pedestrians in front of me. Someone then got into my car. How should I have proceeded here?"
and are maintaining that "the PCN was issued for picking up, not for stopping at the Red light / crossing", which is counter to the Claim Form which states I'm being charged for "stopping to pick up a passenger".
Waste of time, obviously, but if their entire COO is unable to answer this question despite having six months to come up with an answer, how is a driver meant to make the decision in a matter of seconds?
Can't wait for this farce to be over.

What is the deadline for you to receive VCS's WS? Do you have the same date to submit yours, or is theirs due first as has happened in some other cases?

There is no mention of a witness statement, nor any deadlines. This is a notice of hearing with the location and the date, presumably more details to follow?0

Normally there will be something telling both parties when they must submit evidence upon which they wish to rely, often on the back of the allocation notice. Usually this will be not later than two weeks before the hearing, but sometimes other dates are given.
