OK so get him to now COMPLAIN using VARS complaints policy, that no first PCN was sent, and he was denied the right to appeal. Say that he will report them to the BPA if they don't cough up a POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So many people don't receive 1st/2nd pcn but the £170 payment due letter often manages to drop through letter boxes. PPCs always claim discounted/full rate pcn/court claim letters were sent though offer no evidence to prove this. A letter's issue date is not it's sending date nor does it prove the letter was sent.Since PPCs CHOOSE NOT to provide evidence of their posting date and delivery we must continue to press gov to ensure they do. Please sign/share these petitions.Require communications from Private Parking companies to be traceable/trackableImmediately Reintroduce Private Parking Code of Practice.

Firstly, I used to work for a parking company so I'm pretty qualified to answer this......
Are you all crazy? Why would you not pay a parking notice? As long as it is issued correctly and legitimately, which this one (unfortunately for you) seems to have been, then you won’t have a leg to stand on. Even if you do go to the BPA or POPLA. If you ignore it, it will only get more expensive and yes, you will be taken to court and get a CCJ if you don't pay it. Do you really think these parking companies make silly mistakes like not sending a first PCN? All the parking companies have to do is be able to prove they sent it, which they can, whether you claim to have received it or not.
If your son had put his reg number into the tablet even incorrectly, the parking company would have checked for that before issuing a notice. If there was an attempt made to input a registration on or around that time that vaguely resembled his reg they would not have pursued him. Don't forget it costs the parking company money to chase people, so they won't do it if they think it is going to get cancelled in the future for something simple like not putting a reg number in.
Even if you received a final reminder, you could still have appealed within the 28 days allowed to appeal, the fact that the letter wasn’t opened until it was too late to appeal, I’m afraid, would just get you laughed out of court.
Best advice is learn the lesson and pay the fine, then don't do it again. Sorry that's not the news you want to hear, but this will cost you a lot of money and likely ruin your son's chance of getting a mortgage etc for a long time.
Secondly, don't take advice from all these internet warriors who try to claim you shouldn't pay it, if they got one themselves, they would probably pay it in a heartbeat. It's easy to advise someone else when it’s not you in the hotseat, remember that.
Thirdly, if anyone offers to take your money to get it cancelled for you, don't do that either as that most definitely is a scam!! They will take your money whether you win or lose and guess what, 99% of the time you will lose, have to pay £100 instead of £60 and also the money you paid to them to help you, you will never see again.....

As you used to work for a parking company you would be the last person I would take advice from
I've dealt with virtually all parking firms and staff seem to have the same thing in common (I won't repeat that on here)
You really are not the brightest bunch
Ps you are all very beatable
You made me laugh after a busy week helping people beat parking tickets🤣🤣
