More than likely it's ESSO (or a Managing Agent overseeing the whole site) who will have contracted the parking firm. Site address shows as 'ESSO EG Oakhurst'. But do continue to push Starbucks, but add ESSO (or the MA) to your complaints schedule.Please note, we are not a legal advice forum. ...and following on from @Umkomaas' observation, there appear to be two Starbucks outlets on that site.
One standalone Starbucks near the Lamplugh roundabout and another inside the Euro Garages (EG) store.
The PCN says Esso EG Oakhurst, so from that it is clear that Vars Technology Ltd are claiming that the alleged parking event took place on the Euro Garages part of the site.
Which Starbucks was actually visited by your son?
Where exactly was his vehicle parked?
Section 69 of the Consumer Rights Act 2015 states...69 Contract terms that may have different meanings
(1) If a term in a consumer contract, or a consumer notice, could have different meanings, the meaning that is most favourable to the consumer is to prevail.5 -
What does that supposed reminder say under:
'Date of Notice'
and
'Date of Issue'?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Esso EG and Starbucks share the same entrance from the main road, Once you turn into the site you turn immediately left to access Starbucks small car park or carry straight on for the Garage forecourt and customer parking. The ANPR camera is situated at the entrance to the site so as to capture all vehicle's coming in regardless of where they are visiting. The only way out of the Starbucks car park is through the Garage forecourt as it is one-way system, so the ANPR camera is on the exit of the Garage.
Because of this I believe that they monitor the whole site as one big car park. All the signs are the same throughout both car parks.
I don't believe there is a Starbucks in the actual Garage could of been one before the stand alone one was built.
My son parked outside the Starbucks building.
