We reported to Action Fraud. Our scam letter was addressed to the registered keeper who did not seek quotes from a food delivery vehicle insurance site.  We also had an email from the scammer but we cannot work out how they obtained the email address.

Following the thorough investigations we have carried out, we have taken the decision to involve a team of locksmiths to attend the Removal Action that will take place at your home address.

Here's the contact address for High Court Enforcement Officers Association:-

Please also show your letter to the above and to this company, found by @Castle
The named bailiffs are not involved in the scam and need to know, because their complaints and that of the HCEO Association will have more clout.

Action Fraud appears to be the police. Their website says:-

"We provide a central point of contact for information about fraud and financially motivated internet crime. People are scammed, ripped off or conned everyday and we want this to stop.

The service is run by the City of London Police working alongside the National Fraud Intelligence Bureau (NFIB) who are responsible for assessment of the reports and to ensure that your fraud reports reach the right place. The City of London Police is the national policing lead for economic crime.

    Report fraud and cyber crime

You can report fraud or cyber crime using our online reporting service any time of the day or night; the service enables you to both report a fraud and find help and support. We also provide help and advice over the phone through the Action Fraud contact centre. You can talk to our fraud and cybercrime specialists by calling 0300 123 2040.

When you report to us you will receive a police crime reference number. Reports taken are passed to the National Fraud Intelligence Bureau. Action Fraud does not investigate the cases and cannot advise you on the progress of a case."

Correction to above, we now realise that our details were submitted to a food delivery vehicle site.

Is everyone telling Action Fraud where the data is coming from?  Without a doubt.

This is everything received about the pcn
I received the exact same letter on Monday morning - same amounts, same mistakes ("we are now requires (sic) full payment" and the comma in the amount next to 'Balance Due'). I've reported it to Citizen's Advice and Action Fraud. There must be many vulnerable people who might be taken in by this scam.
This morning I also received an email purporting to be from HCEO, so whoever they are, they have my email address as well as my postal address and car registration number.

hello did the officers come to remove any assets? I received the same letter and sent them an email they replied that they cant send me proof by email and that it would take 3-5 working days to send the so called evidence of the car parked. I went to the police and told me to jot open the door if they come and call 999 if they do come

No one will call because this is a scam letter. Report to Action Fraud as per previous comments
