Removal Notice from High Court Enforcement Officers

Hi, this is the first we know about this matter as we are unaware of any pcn from Parking Charge Ltd.
This morning received a Removal Notice from High Court Enforcement Officers which says they have been instructed by the High Court to recover a balance of £682.70 apparently in respect of a pcn from Parking Charge Limited.
This morning received a Removal Notice from High Court Enforcement Officers which says they have been instructed by the High Court to recover a balance of £682.70 apparently in respect of a pcn from Parking Charge Limited.
HCEO say they sent a “First Letter” in Sept 2023 which was not received.
The balance must be paid in full by 9th March “failing which High Court Issued a Writ of Control and has instructed us to apply removal proceedings against you for recovery of the Balance, and, by law we have the right to seize your belongings from inside or outside your house, with or without your permission.”

It's a scammer, if I try to access their web page I get this:
