I wasn't talking about an appeal and nor was I telling you to approach TNC. So the 28 days is irrelevant. Complaints are individual per case.
“Hi,As registered keeper of [reg no], I would like to form a complaint against TNC Parking Services as they have issued me with a Parking Charge Notice that states that I have no right to appeal.The fact that this notice fails to set out any provision to be able to allow the registered keeper to appeal is abysmal, and yourselves (CPS Midlands) and TNS should not be conspiring to deny this right.”

And your complaint is not against TNC. It's against the parking firm for letting their agent send a misleading letter. Use my words from my earlier reply.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

*update*Although a complaint was sent on the 19th, a letter has been brought to my attention from the 14th.Not to go into too much detail but I’m temporarily not living at the address the letters are being sent to - hence only having this letter brought to my attention now (take a look below).As far as I’m aware, nothing changes in regard to not responding to this and waiting out for a response to my complaint(?)0
