Status with the DVLA is:-I sent an initial data request-received a letter from the dvla regarding who is registered with the vehicle (me obvs) and to complete in the space provided any data to help them proceed.-filled out the data request stating i never owned the vehicle etc, and emailed it to them-waiting to hear from them0

Did you tell the DVLA you were never the registered keeper/never registered the vehicle, which is not the same as telling them you never owned it?
I am the registered keeper of a car I do not own, and own a vehicle for which I have never been the registered keeper. They should understand what you mean. Though obviously you were the registered keeper, albeit the wrongly registered keeper. You should chase the DVLA for a response. The waiting times on the DVLA phone line are not too bad at the moment. If I were you I would call them now. If they haven't already set up a case for you, they will do it over the phone - 0300 790 6802

I found that they had not received my email sent on 11th january due to their email address being st1@dvla.gov.uk whereas i sent it to stl@dvla.gov.ukattached is a photo of the dvla's email on their letter and for the life of me it looks like an L and not a 1 as when I look at it the character matches the L in dvla.Anyway, the advisor tried to get me to say that i was the registered owner of the vehicle, and i was the one who sold the vehicle, to which i had to stop them and say out loud what is written in my email, then the advisor requested that I resend the email and that is what I have now done.Email message sent to DVLA:1

You forgot to mention the most important fact (you have never applied to be registered as the keeper of the vehicle) and you bang on about irrelevant concepts - but at least you now have the correct email address, I suggest you send a follow up.
I write further to my email timed at [ ] on 17 January 2024 (copied below).
For the avoidance of doubt, I have never kept this vehicle or applied to be registered as the keeper of this vehicle. However, I understand that DVLA did register me as the keeper of this vehicle, with which I have never had any connection. That registration was incorrect, either as a result of an error by DVLA or by deception on the part of an unknown person.
As a matter of urgency, please issue the necessary correction

I feel like the HM Courts & Tribunals letter is trying to suggest to contact them in their phrasing 'if the dispute cannot be resolved informally'. Are HMRC suggesting to have an informal chat with dcblegal or am i mistaken reading it this way? Thanks.0
