Thanks for the question and apologies for the delay in replying.I got a bit lost and ended up stopping at the pointer of the yellow arrow in the attached screenshot for 7 minutes while I sorted myself out. I think PALS were correct to say I was not on their land.0

This is the streetview showing where I stopped. The gates led only to an area of as-yet unused land and in the 7 minutes I was there no vehicle passed me and no one wanted to access the gates, so I caused absolutely no actual obstruction, inconvenience or damage.0

Another update.I've now had two further letters from CIS; a 'Risk of Legal Action' letter and a 'Final Notice Before Formal Legal Proceedings' letter. Both a bit scary if I'm honest. Below is the 'Final Notice' letter.0

Regarding the last paragraph in the above letter ("should we fail to hear from you . . ." ), should I write to them with my defence? or should I just wait to see if they really do take 'formal legal proceedings'?

That is nothing more than a debt collector's letter. The '14 days' gives it away.
The fourth post of the NEWBIES thread explains exactly how to deal with debt collector's letters, but to summarise that post - ignore them.2 -

There's so much information on here that it's difficult to remember it all, especially when these letters seem to have big gaps between them and it's easy to forget all about it and carry on with life as normal!However, after being reminded about the PALS reply (as previously described) denying any connection with NPE, I have now written to Norwich Research Park (who I now believe owns the land in question) and asked them if they can get the PCN cancelled.0

That looks like public highway, not private land. Nothing there tells you this is privately managed land on that roundabout.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, that's part of the problem these days. I don't recall seeing any signs when we drove into the hospital grounds that the roads were suddenly private or when the same-looking roads led to the Norwich Research Park. Indeed, I originally thought it was all part of the hospital, hence my first complaint to PALS.Anyway, let's see if I get a reply from NRP before the next threatening letter from NPE or CIS. Unfortunately I could not find email contact details for the CEO so had to email the 'general' contact address.0

Seems this may well be a private road (Rosalind Franklin Road)- doesn't appear on Norfolk Country Council maintained roads list...but...just searching on Google maps, I can see that not only is there no actual warning about risk of a charge on the signs on those gates, there doesn't appear to be any signs at the main road of which you turn into this private road, telling you you are entering private land and that it is managed...
From what I can see there doesn't appear to be a single warning on the approach too, nor at the gates about potential risk of charges..
At the roundabout off Hethersett road it actually states Public Car Park (invite to park), as do all the signs leading up to the NRP car park, there are a couple of 'permit holders' car parks too, these clearly state that ANPR is used, but do not relate to the gates in question which only state "NO PARKING, this entrance must be kept clear at all times". I don't think this is enough to warrant any charge personally.2 -
