Oh blimey that sounds rather melodramatic, do you know any cases where they've obtained a warrant to change a working meter?
There are several cases on the forum if you search, including where they've obtained a warrant simply to inspect a meter (not even to change it).
Most (not all) of those are where they've suspected fraud or customers haven't been paying their bills.
And, as you've quoted, I did sayit  "could take years".

@Rosie1001 Thanks for the pictures so far, but it would be nice to have one photo - a longer shot of the whole setup in one picture. It's a bit difficult to be sure of what's going on without that.
Also where does the slightly thinner of the two wires coming out of the one meter port (the one to the right) go?
(As an aside, not anything to panic about, but I think as you may know, that meter's certification has expired - just means there could be more "pressure to have it changed at some point", I'm guessing EDF haven't mentioned that - or have they?).

It seems to me that there's two issues here.
    1) You want an afternoon boost and not all suppliers have tariffs to do that, some that do have been suggested.
    2) You've mentioned that you have two MPANs and that is the likely over-riding factor as to why some suppliers won't consider you at the outset because they think you have "complex metering" which isn't strictly the case now, it may have been in the past. How many MPANs appear on your bill? (Don't post them here).

What tariff are you on with EDF, is it an E10 one?
Do you know why you have two MPANs? (I hope you aren't paying two standing charges?).
I'd guess that one of them is no longer "active" and you should be able to check that with your electricity DNO (Northernpowergrid?) and only the active one is on your bill? And of course that's the one you'd need to use for quotes.

I can’t get a wider shot unfortunately, I have to climb a ladder to even reach the bottom of the meter cupboard, I have very height ceilings

*******Apparently the storage heating was added in as a separate supply , hence 2 mpans…. Both active

@Rosie1001 Right, OK, The way that meter is set up  I can now see why it's got 2 MPANs. A historic arrangement!  There's no sensible technical information about the meter that I've been able to find either - not surprising as it's obsolete - all we really know is it has built in RTS and is multi-rate.
I see your EDF tariff expires in March. Out of curiosity, does it have an exit fee?

In view of the complexity, and the fact that very few companies will take on your situation with two MPANs and this meter, I would do as has already been suggested, leave it, put off the Smart Meter until after March.

Then either try E7 with EDF to see if it works well enough for you (it'll then go on one MPAN, but I'm not sure EDF properly remove the 2nd one from the national database - based on my own experience, OR
Move to Octopus then. (I recall reading somewhere in their blogs that they'll delete the 2nd MPAN). Once you have a Smart Meter with them, perhaps start on E7 then consider the Snug tariff.
(And you know how it works with Octopus - ask a friend for a referral code for £50 credit each).
OR at that time see who else is offering an Afternoon boost tariff!
    HTH.

    £75 exit fee from edf

octopus won’t even quote me , I’ve had to send my mpan numbers to them …snug would give me the afternoon boost I need as well

I have told EDF that economy 7 is not comparable to what I’ve got now … see if I get a response any time soon

Anyone know how I got two cables going into one port ??

That’s concerning .. the smart meter replacement might not like that set up !
They will just move it to a "Henley block" if required - to split 1 feed  into 2 or more connections.  Just as some others already are - like the earth connections from your incoming next to fuses.

Beat me to that comment ;) , it's a Neutral feed to the consumer units anyway.

Do make sure you postpone/cancel the smart meter installation, I wouldn't rely on the fact you are expecting a response to that!
