The point of this course is to give people the opportunity to become better drivers so that they do not make the same or a worse mistake again. I would suggest that the way you "participated" in this course suggests you did not take it seriously and your comments indicate this was an exercise to put a tick in a box to avoid points on your licence, nothing more. It is hardly surprising to me then that the police are using the options available to them to address your speeding.

It certainly does appear that the OP did not treat the course with the seriousness it deserved and failed to engage with it sufficiently. A very poor choice of "venue" was chosen to participate in the course.

I am not sure how this Police course was run, but a Colleague of mine recently had to do a similar course and he explained that the requirements for the area were very strict.
It included items such as webcam on all the time, closed door, no-one else in the room, plus using the camera on the phone to show a clear desk and clear walls (no paper notes etc), by doing a panoramic sweep around before the start and then having the phone set up to show (in addition to the webcam) a view of the individual, keyboard and screen maintained throughout the whole duration.
I certainly would not want to be trying to satisfy all of that from a car with a weak WI-FI signal. I also wonder whether the being in the car satisfied the "being alone" criteria as, presumably, there could be an assistant giving input through the windows.0 -

I did the training with a fully charged iPad and a fully charged iPhone as back up.
I took the car seat out of the car in the break.
I hear everyone else’s judgment ( not yours) on my decision to do the training from a car, but the detail of why is long and boring, and no one wants to listen to the violins playing in the background! I won’t inflict it on you.The fact is if we look at the science , my iPad was just a few feet from her router, I don’t see what difference it makes? My friend has the most expensive Giganet Wi-Fi , I certainly expected no problems. At the end of the day are we sure the problems were with me? They may have been from the other end?
I was late joining the course, it started at 8.10. My phone call to get a special joining link from the police ticket office ended at 8.12am, so I estimate I was four minutes late logging on.
You gave your friend excellent advice, to attend in person . They are lucky to have you as a friend0 -

Why were you using the chat rather than a microphone?I also wonder if your video problems are part of the reason. Doing it from outside with patchy Wi-Fi, possibly wasn’t one of your better choices.
A photo sent to a friend proves nothing at all about participation in a course.
I fear you are correct about the photo.
I had my camera on and was looking directly at the ipad the whole time, I dont think anyone would have questioned my complete engagement.
