You have a NIP ,you said your vans got a tracker but your not speaking to your work to see if it was you but asking/waiting for the police to provide a photo to help identify.
Surely asking your work for the relevant data will assist you more?0 -

Surely asking your work for the relevant data will assist you more?I don't call into the office every day, which is why my vehicle is parked close to my home, just as easy to send an email to the police.I have now looked at the photo from the police and it is not my vehicle going through the red light, which is a relief.It is my vehicle on the NIP, the image is unclear but just readable, there is also a fleet number clearly visible.I have now got to work out what to put on the second part of the NIP. "I have never been the owner/keeper of the vehicle", in the photo, but I am of the NIP vehicle.0 -
You attach with paperclip or staple a note stating that the vehicle in the photo isn't yours, attaching photos of your own. You could also try contacting them by phone, and they might receive your photos via email. I'm sorry, but you are making this more difficult for yourself getting bogged down with issues that aren't very relevant.1

So does that mean it's one of your company vehicles, but not yours? Or does it mean it's an unrelated vehicle?
Can you read the plate?
If the former, get your boss to provide details for the actual driver. If the latter, respond to the police pointing out that your vehicle is AB12 CDE and that vehicle is XY89 FGH.

If it's as simple as that just do as ontheroad1970 suggests - return the s172 request securely attaching a full and clear written explanation and also attach photographs of your vehicle as evidence that it is not the same vehicle as the one in the police photos.
If you are worried about the tick boxes (or whatever they are) simply strike through them and clearly write "SEE ATTACHED" next to them.
Make sure you sign the form and your attached explanation. If you send by post do so first class from a PO counter and get proof of posting. And keep copies of what you send.
And make sure you send it back before the deadline

Having said all that, a couple of possible complications to bear in mind:
1. What if the police have inadvertantly sent you the wrong photo? If they have I suppose they will realise after they get your reply and will either (a) send you the correct photo or (b) drop the case out of embarrassment.
2. All this skips over the question as to whether the NIP was ever addressed to you in the first place... Did you do as I suggested and start a thread on Pepipoo (or FTLA) to ask about that point? (I ask because although you think the name issue gives you a "get out of jail free" card, I'm not so sure. And neither I think are most other posters here).
3. I've never been clear whether you accept that you and your vehicle might have been involved in this or not. If your employer might have relevant tracking information I really don't understand why you haven't asked them either to confirm or disconfirm that it was your vehicle. Doesn't matter that you don't call into the office every day0 -
Just to emphasise, it is not the NIP you are responding to. The NIP plays no part in this; one does not have to be served on you - only the first one to the Registered Keeper is required by law - and NIPs never require a response anyway. The document you need to concentrate on is the accompanying s172 "Request for Driver's Details."
To be clear, the photograph you have been provided with does not override the requirement to respond to the s172 request as it is written. As above, the police may have provided the wrong photograph. Simply write a letter explaining all the relevant information:
1. The vehicle of which you are the keeper was not at the location mentioned at the relevant time stated on the request (provided you are certain of this and it is not just an assumption).
2. The vehicle shown in the photograph is not a vehicle of which you are the keeper. (don't bother to mention whether or not you recognise it as perhaps being another belonging to your employer - that is not your concern).
3. The vehicle shown in the photograph is not the one mentioned in the s172 request and is not one with which you have any connection (provided that's true).1 -

Strangely, the email from the police stated that the photo came from "online media footage".
