Apcoa "penalty" on railway station car park

The keeper has recieved a penalty, yes not a parking charge notice from Apcoa , apparently the driver forgot to pay when parking but tried later but it wasnt accepted. I understand there are byelaws to do with this but not sure how to proceed. Does the keeper appeal not naming driver and use POFA? please advise.

Penalty Charge Notices time out after 6 months so you are planing on drawing this out for as long as possible. No one pays an APCOA Penalty Notice.1 -
i did have a read but was concerned that the advice seems about 5 years old. When you say draw it out for 6 months how do you do this? dont they just issue a letter before claim? what do you mean by no one pays an apcoa penalty notice, sorry if my questions seem basic.0

APOCA cannot progress a penalty charge because they are a private parking company only the TOC can do that under by-laws and then the fine would not go to them or the PPC it would go to the government.So APOCA try to wrangle the money out of you through a private parking charge scam, but as this is not relevant land they can't progress further than threats.2

so does the keeper write back and tell them this? or do an appeal which when they reject ask for a popla code?0

Why not just read and copy from other APCOA Penalty threads? We have dozens this year alone. APCOA can't litigate penalties and won't, because they can't profit from fines laid before Magistrates.Nothing happens. Read some threads.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The NEWBIE thread is excellent. I had a Penalty notice to Keeper for a station car park. As is said many times here - at no point divulge the name of the driver and they can go nowhere with it.3 -
You could use the blue text initial appeal template from the NEWBIES FAQ Announcement, first post, then add the following to it. See how they respond.As your Penalty Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4), neither does the car park in question as it is 'not relevant land', you are, in law, unable to hold the registered keeper of the vehicle liable for the penalty; I suggest therefore you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so.'.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
