Why would you risk throwing an almost certain win by giving the PPC the chance to get their act together and get a court claim in against the driver before the deadline which I think is still about 6 months away. If you only had 2 or 3 months you could delay it easily until it is time barred.

Myself I would stick with not naming the driver and use the protection of POFA on non-relevant land.

taking a quick look at the popla appeal site , looks like its designed to catch you out, One of the options is "I was not the driver or the reg keeper" it doesn't give you the option of I WAS the reg keeper but not the driver" very cheeky obviously have to click other.

You will not be able to request a refund of the amount paid in order to resubmit your appeal to us.

If you have not paid your parking charge, the operator has reviewed your appeal and chosen to cancel the parking charge. As the operator has withdrawn your appeal, POPLA’s involvement has now ended and you do not need to take any further action.
