I have the same letter as this (same situation), albeit the parking firm's name has been corrected. I have read the threads available and the post on debt collection letters, but unsure on direction. The letter states Notice to Keeper and is the first letter received since the windscreen ticket. Do I send off the formal keeper appeal? citing that they have failed to adhere to Sch4 Para8(5) by sending the NTK outside of the statutory window (not disclosing specifics as don't know who's monitoring these forums etc, but done my research and confirmed it is outside the period). Many thanks! :)

This thread is for, as the title suggests, pictures of Parking Companies' NTKs to show if they are or are not POFA compliant. What you need to do is start a new thread of your own using the Create New+ box above right

Suggested appeal wording:
Paragraph 9(2)(b) of Schedule 4 requires that the notice must: inform the keeper that the driver is required to pay parking charges in respect of the specified period of parking and that the parking charges have not been paid in full.
The Notice does not include this information. This is fatal to the right to recover from the keeper.
Paragraph 9(2)(e) of Schedule 4 requires that the notice must: state that the creditor does not know both the name of the driver and a current address for service for the driver and invite the keeper (i) to pay the unpaid parking charges; or (ii)if the keeper was not the driver of the vehicle, to notify the creditor of the name of the driver and a current address for service for the driver and to pass the notice on to the driver.
The Notice does not include this information. This is fatal to the right to recover from the keeper.
Paragraph 9(2)(e) of Schedule 4 requires that the notice must: warn the keeper that if, after the period of 28 days beginning with the day after that on which the notice is given (i) the amount of the unpaid parking charges specified under paragraph (d) has not been paid in full, and (ii) the creditor does not know both the name of the driver and a current address for service for the driver, the creditor will (if all the applicable conditions under this Schedule are met) have the right to recover from the keeper so much of that amount as remains unpaid.

I can't see a period of parking mentioned.
Paragraph 9(2)(b) of Schedule 4 requires that the notice must: inform the keeper that the driver is required to pay parking charges in respect of the specified period of parking and that the parking charges have not been paid in full.
They haven't said that the parking charges have not be paid in full.
Paragraph 9(2)(e) of Schedule 4 requires that the notice must: state that the creditor does not know both the name of the driver and a current address for service for the driver…
This is separate to the warning which has been given which is required by Paragraph 9(2)(f). The Notice does not include this information.

Can I add the Non-POFA (I believe) NTK I received from Total Parking recently.
contra to POFA sched 4,Paragraph 9
2(f)warn the keeper that if, at the end of the period of 28 days beginning with the day after that on which the notice to keeper is given—
(i)the amount of the unpaid parking charges (as specified under paragraph (c) or (d)) has not been paid in full, and
(ii)the creditor does not know both the name of the driver and a current address for service for the driver,
the creditor will (if all the applicable conditions under this Schedule are met) have the right to recover from the keeper so much of that amount as remains unpaid;
Total stated 30 and not 28 days for (f) in their NTK.
I almost choked on my glass of Merlot when they stated the grounds for refusing my first stage appeal with.
"Please note, the BPA have approved our Notice to Keeper letter as being compliant with
the requirements of POFA, and the 30 day period rather than 28 days accounts for the 2 day delivery time
frame."Nincompoops!

Updated, and supposedly POFA compliant, letter from UKPPO (UK Parking Patrol Office). Printed on an cheap office inkjet printer by the looks of it.
Some IPC members seem to follow the same template, and confusingly they title it a Parking Charge Notice (which is the common term for a Notice to Driver), yet it is clearly a Notice to Keeper.It's missing:
9. (2) (e.) (ii) if the keeper was not the driver of the vehicle, to notify the creditor of the name of the driver and a current address for service for the driver and to pass the notice on to the driver;
And
"If after 28 days we have not received full payment or driver details…"
Does not comply with
9. (2) (f.) warn the keeper that if, after the period of 28 days beginning with the day after that on which the notice is given—2
