It's not clear but I would interpret as follows. A total of 34% have £20,000 or more and 39% have £1,000 or less. That leaves 27% in the £1,000 to £20,000 bracket.

You've forgotten the 16% with no savings at all so it's 55% of the adult population have £1,000 or less in savings. With 34% holding £20.000 or more that leaves 11% holding between £1,000 and £20,000.

I made the assumption that zero savings is included in the 39% with £1,000 or less. I would be surprised if the % holding between £1,000 and £20,000 was as low as 11%. I would have thought that would be the most common category, especially as the overall average falls within this range.
According to a 2026 Finder survey, the average person in the UK has just over £19,214 in savings.
