19th October Called Barclays to complain - insisted that "it should be working", I insisted that it probably isn't and registered a complaint.
3rd November received a letter dated 25th October telling me that "they will get back to me as quickly as possible, no later than 3rd November."
I get the feeling that Joe Public is being used as a free software testing service for Barclays lousy IT developers.
Probably cheaper to make hundreds of £25 compo offers than do the job properly in the first place.
Bad news - chased up the complaint - on the 3rd of November a further letter was issued which will say "expect a reply by 23rd November", and the complaint hasn't been allocated to a handler yet.

I've just registered the app and registered for cashback (already got Blue Rewards), and have received confirmation email that registered. Can anyone confirm if it's best to leave for 24 hours before "spending" £200 or should it be good to go now?0

1) Open the App - check that "Barclays Cashback Rewards" is showing (Ignore "Barclays Blue Rewards")
2) Click on Barclays Cashback Rewards. You should see three figures (all £0.00) Total/Available/Pending cashback.
Click on "Redeem and view offers". Should get prompted "Visit this website?" - click yes.
You should be autologged into bb.rewardcloud.net
Click on the 3 dots at top right. Select Linked cards. You should see the bottom of the screen populated with a card which matches the last 4 digits of the debit card which has blue rewards.
If the card matches, you should be good to go.
(unlike me - only card shown is an old one, not the current one)

I spent 70 on 31/10 and it was shown as 01/11 in transaction list. Anyone know if the cashback was accounted for Oct or Nov?0

For those who had the incorrect card linked to the rewards scheme - I just got this text message from Barclays.
We're sorry, we've had some problems and the incorrect debit card was showing on your Cashback Rewards account. This means we haven't been able to credit the cashback you've earned - this is our mistake and you don't need to do anything. We've put this right by making sure the correct card now shows and will credit your account with £10 which is the maximum you could've earned, by 10 November. You'll start earning the correct cashback from now - thanks for your patience. Your Barclays team

Complaint not assigned to a handler after 2 weeks, letters arriving one week after the date on the letter (and not visible in online banking).
Like I said when I called Barclays on Monday - I bet this promotion will be over before they handle my complaint...0
