When did "dad" appeal? Did "dad" include a copy of the blue badge in that appeal?
If a reply was never received following the initial appeal then a complaint should be made to the PPC and the BPA.

You have really complicated this from the start all this messing about with phantom appeals was never going to help.There is no requirement to display a blue badge neither does it say that on the signage (the contract).This is due to the PPC's shoddy use of not fit for purpose ANPR which is the reason that BB holders need to register with the reception as there are no foot patrols.All designed for the benefit, ease of operation and cost saving of the PPC, not the benefit of the visitor.You should now follow Fruitcake's advice above and complain to PALS ASAP emphasize your dads age and confusion at their convoluted parking regime and how they have caused this situation not him.2

The keeper can report them to the BPA in a complaint re:
- a clear breach of clause 24.4 (look it up!)
and also
- failing to send the rejection letter and POPLA Code that the LBCCC refers to.
Do that first. The above is the complaint.
Also send a copy of that LBCCC to the CEO of the NHS Trust and your Dad's local MP asking both to step in and help him. Attach a copy of the blue badge & proof of hospital appointment and mention he is 90 years old.
Finally send a response by email to CPP telling them you've done the two things above AND attaching a copy of your blue badge (cover the number on both sides so no-one can copy it) AND proof of the hospital appointment/reason. Tell them to cancel immediately or you will counterclaim for damages for distress and harassment of a 90 year old disabled person for visiting a hospital.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi,
Today we have emailed an appeal to PAL including a copy of my Fathers Blue Badge. The appointment was arranged via phone but it was a appointment for them to be assessed and therefore referred to another consultant, they do have that letter for a new appoint at a different hospital.

Further to my email, please check that your fathers badge is registered to the car that he was in.
Our website advises that we have ANPR camera’s, they do not recognise if you have a blue badge which is why our website advises to register your car registration and blue badge at the reception or security. Getting here | Princess Alexandra Hospital (pah.nhs.uk)
Our security department can be contacted on paht.carparkingandsecurity@nhs.net and can be telephoned on 01279 962655 to ensure your blue badge is registered correctly, if you have recently renewed your blue badge, you will need to inform our security department.
The Trust carparks are not managed by The Princess Alexandra Hospital NHS Trust we are told to advise patient to contact https://portal.parkingeye.co.uk or writing to the Appeals Department, ParkingEye Ltd, PO Box 117, Blyth, NE24 9EJ in the first instance.

And reply to PALS and tell them it's not good enough and has not addressed nor resolved the matter of the unfair 'parking charge' which is a clear breach of the Equality Act 2010. Use the words I suggested: tell your rogue parking firm 'partner' to cancel this PCN immediately or face a counterclaim for damages for distress and harassment of a 90 year old disabled person for visiting a hospital.

That is a template reply but disregards that some people are not au fait with searching on line, computers or indeed planning their hospital visit by computer search, what an absolutely disgraceful reply.Also devolving the trust's responsibilities for this lack of accountability to a parking contractor who they have appointed and have the authority to instruct cancellation is equally uncaring and disgraceful.The car parks may not be managed by the trust but they are owned and maintained by the trust, and a "Patient Experience Facilitator" or their manager should re-research their long winded job title IMHO!5
