Much the same reason as why people don’t pay PPCs1 -
No chance.
Do the SAR. The whole point was to do it last week so you might get damning evidence of unreasonableness before the written Order arrives.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
