I'm guessing that my appeal will be disregarded or disagreed with by these people (UKPC), so i'll be expecting them to come back at me to this effect. I'll sit tight until then, but i guess at that point, i'll do this POPLA appeal submission thing next, but not actually respond to UKPC themselves.

They are debt collectors used by UKPC, there's lots of joint activity currently between them in England/Wales. DCBLimited will be the debt collectors assigned to try and scare you into paying their, by then, trumped-up charge to £170. If you've really read the Newbies/FAQ thread, you will know that you ignore the debt collectors as they are not a party to the contract you have allegedly breached with UKPC.RissyMcG said:who are DCBL?

Just to doubly make sure that everyone here realises, although the parking space is located in Edinburgh (Scotland), I live in Rugby (England). So this debt collector operating in England and Wales with UKPC should concern me surely?0

No - because the above posters have told told you what happens. Why are you concerned?
The advice to ignore DRAs in parking cases hasn't changed in the 15 years since I've been posting here.
IGNORE THE £170 DEMANDS.
Come back when DCB Legal file a claim. That's when it all ends because they discontinue every well-defended single PCN case. No risk as long as you don't ignore a court claim.
Obviously if you move house you have to contact them but that goes without saying.
