This was some of the reply:
As your parking permit is issued by the NHS it can only be they that could perhaps help.Suggest you contact those who actually issued your permit and try get them to help.
I have contacted land registry who are asking for a £3.00 charge before they can tell me who owns the land. This is maddening. I will contact the patient later today to see if they can help.

Attention! You need to log back into the system and upload your response to the operators information and evidence or refer it straight to an Adjudicator.
Please read the following carefully.
The Parking Operator has now uploaded the evidence in respect of the parking charge which is detailed below.
Parking Charge Number (PCN):
Vehicle Registration:
Issued On: 10/07/2023
Issued By: Parking Control Management (UK) Ltd
What do I need to do?
You now have until 25/07/23 23:59 to complete the next stage in the Arbitration process. If you fail to action it within this time; the matter will be sent directly to an Adjudicator who will determine liability based only on the information already supplied by you and the operator and you will lose the ability to make any more representations or upload any more evidence
Just had this email,I will read the threads for next steps, thank you all for your help, I feel confident to fight them now.0 -

And when you lose, LAUGH AT THE IAS.
More important than useless IAS futile games, is learning from whatever the DLUHC publish in their draft Impact Assessment this month. We will be all over it and are hoping for damning wording and analysis from the Government about rip-off parking charges.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Any chance the following is applicable - if so I would have thought the useless MP would be very interested:-"Anti-discriminatory practice is fundamental to the ethical basis of care provision and critical to the protection of people's dignity. The Equality Act protects those receiving care and the workers that provide it from being treated unfairly because of any characteristics that are protected under the legislation. After all:-"Community nursingCommunity nursing provides invaluable care to people in their own homes, care homes, or close to where they live, in clinics and GP practices across every village, town and city in the country. They also provide outreach services to those who may not have a secure home.Community nurses are an integral part of the NHS workforce and the success of the NHS Long Term Plan depends on strong community nursing delivering care throughout England, particularly as the country recovers from COVID-19."Perhaps the MP just doesn't care.5

I was shocked the MP was unable to help, I seem to be getting more help from everyone on this site0

You should respond to the MP pointing out what @1505grandad has highlighted and ask for their response.1
