    Thank you for your help,my friend has taken photos of the parking notices, the writing is so small and placed up so high so its really difficult to see.

    Plan A is always a complaint to the landowner and your MP.

    You should also contact the patient you were visiting and ask them if you can have a copy of their lease/AST/property rental agreement and their head lease if there is one and find out what it says about parking/permits etcetera, and whether it mentions the resident's right to quiet enjoyment.
    All of this will have primacy of contract over anything an unregulated private parking compoany has to say.
    What it doesn't say is just as important.

    Is there a thread that can say how many appeals get accepted, I'm now quite concerned if this goes to court and I lose I will have to pay costs. I will be trying to contact my patient later tomorrow

    With that sign, if it ever got to a hearing, you would almost certainly win. Anyway, you are nowhere near that stage yet. Right now you need to concentrate on Plan A. You've done Plan B and Plan C with the IPC is an exercise in futility.

    If it ever got to Plan D (court) a judge would be the final arbiter and would decide whether you owed the scumbag PPC a debt. The other good news is that we are expecting the DLUHC to announce the final draft of the upcoming Private Parking Code of Practice and we expect some damning wording that can be used against the scammers.

    For now, do write to your MP about this abuse from an unregulated cowboy (you can use that term as it has been recorded in Hansard about them in parliament, and ask for their intervention. Also, write to the landowner and ask them to get this PCN cancelled as they are jointly liable for the actions of their agents.

    Your patient should be able to assist you by providing a copy of their lease or AST which can be used as evidence that the parking company has no legal right to issue parking charges to residents and their visitors.

    You don't pay high costs if you lose.  And the NEWBIES thread tells you that we see 99% wins in court.

    That's the stage you want!

    Appeals = next to no chance but you shouldn't care two hoots about that!  Laugh at the useless IAS, knowing that (regardless of inevitably 'losing' at this futile farce of a kangaroo court) you WILL NOT pay anything and also smile at the knowledge that the IAS is being replaced by the Government in the coming months because they have stepped in to stop the rot.

    Oh thank you everyone, the letter sounded so official and I have very little spare time and money and was thinking it would be easier to try and pay. I dislike bullies even more so have sent a letter to my MP, I will also speak to the patient and landowner.

    If you are likely to visit the patient again you should ask the landowner to get your VRM put on an exclusion whitelist so you don't get any more PCNs.

    Point out in all your complaints that you can't afford to see patients at that site if it comes with a £100 charge every time, so the landowner/HA/MA will be responsible for denying healthcare to a vulnerable adult.
    You should also warn your employer and colleagues about this site and why you and your colleagues might refuse to visit it again.

    You could also see if local and national media might be interested in the actions of unregulated private parking companies.

    Reply from local MP saying they are unable to help, going to find out who owns the land and email them. I've sent a message to my team updating them on our permit limitations.
