Is it a bit like when someone comes to fit a new energy meter, the power will be off *at some point* during the installation, but it's not guaranteed when or for how long?

No I haven't but when I'm told the forum will be unavailable between 2 and 4 I don't expect it to be up and running

Stop being so negative. Its a system upgrade involving many processes and they don't all involve being offline.
