    OK what about noting down the phone number of the property agents on the entrance plinth while you were there, and ringing them?

    They are the ones who contracted with UKPC.  Not the shops.
    Unfortunately I didn’t see this message till I’d got back home.

    Went back as I was passing and couldn’t see an agents or landowners contact details anywhere. So no as far as I’m aware I should wait til day 26 then appeal, can someone please post me a link to where the blueprint appeal letter is please so I can make sure I have it ready to go. From what I’ve read I believe that’s why to do next. Thanks for everyone’s help, it’s very much appreciated.

    The appeal template in blue text is in the sticky Announcement for NEWBIES that you have already found.

    Send it from the keeper and add a few lines that the vehicle was parked within the confines of the whole accessible parking bay so no breach occurred, that an occupant of the car had a disability and protected characteristics as defined b y the Equality Act 2010, that failing to anticipate the needs of a disable passenger and failing to make reasonable adjustments such as allowing the driver to park away from the obstructing bollards on the nearside so the doors could be opened is a breach of said Act, is indirect discrimination, and is a criminal offence.
    If they continue to pursue the charge now they are aware an occupant of the car had protected characteristics will constitute direct discrimination which is a further criminal offence.

    Do keep searching for the landowner and/or managing agent, and do complain to your MP. The disabled passenger should also make the same complaints.

    If you've received a Notice to Keeper letter in the post notifying you of the charge, there's no purpose in waiting until day 26 (only applies to windscreen tickets), so you can get it done now. The initial appeal template is in the NEWBIES FAQ Announcement, first post, it's shown clearly in blue text. Just use it as is, but send a copy of your blue badge with it.

    Thanks for all your help, so I send the appeal to the sender of the fine but continue to try to contact the landowner to see if they will overrule it, got it. Will get the appeal sent asap and will contact my local councillor as a start.

    Yep, perfect - almost: it's just simply not a 'fine', it's a chancer's speculative invoice, hoping you'll be daft enough to pay it!

    So am currently doing the online appeal, I assume I put registered keeper for the first section?

    In the appeal section I just copied the blue text from the newbies post section and added a picture of the blue badge. Still no joy trying to find the landowner as yet. Now I assume I wait to hear their response? Edit to say I did add what fruitcake said above about the equality act of 2010 and that I should be able to open doors etc, basically wht you said but just reworded slightly.
