    I ask again...

Where exactly is this 'shopping park'?
    Leicester..
OK, which one of these is it?...
    Fosse Shopping Park
    St George's Retail Park

Neither - St Margaret's Way Retail Park.   That and the date and  reference number are all the info I have.

There are two very close together and for a while this caused the confusion they are in fact one park. But it seems one is Abbey Retail Park and the other St Margaret's Way retail park - and I will bet what has happened is because multiple ins and outs occurred over an afternoon.  Their sh*tty ANPR has only logged the first IN and the last OUT (and overlooked the intervening periods when we were in the neighbouring retail park) - although that is all moot....

Seems to have two entrances - one from St Margaret's Way and another from Blackbird Road.

The entrance from Blackbird Road has a ParkingEye sign stating '2 Hour maximum stay'...

that image is dated November 2022.

But this sign in the main car park outside B&Q allows '3 Hours Maximum Stay'...

That image is dated May 2021 and appears to be from a different operator. Anyone recognise the operator from the style of the sign?

You now mention confusion between two car parks.
Not sure how you can say the car parks of Abbey Retail Park and St Margaret's Way retail park 'are in fact one park'. There's not one, but two roads between them - Devonshire Road and Wolsey Street.

I am well aware there are what appear to be two seperate retail parks and that there is minor dead end road and a further residential road with traffic lights between them. The ambiguity and confusion stems from the lack of detail I have - bear in mind I dont have any notification, photos, timings/durations from Highview.

My only knowledges stems from the first/only letter I have on this matter from DCB Ltd - it merely gives St Margaret's Way (which is also the road name), ref number and date and demand for money - to my mind it could have been either of the retail parks, they are only a hundred yards apart.
Or that could mean they run both car parks, or that the car/retail parks (for managerial purposes) are in fact one and the same.

I since poked about and ascertained that it was in fact just one of the retail parks and which one it was.....   (ironically the one that least time was spent in which is why - although moot - this is likely down to an ANPR fault logging only the first IN and last OUT of the day and not the ones in between).

Yeah have at the start I looked around both the car parks on GSV - though mainly the Abbey one...as I know in terms of actual duration spent less than three hours in the St M W Retail Park.
What has almost certainly happened here is the ANPR has logged an IN, missed the intervening out when we drove back down the road and into Abbey (again) and The Range/Halfords, missed the subsequent back in to St M W retail Park and then logged a final OUT

all of this is moot and largely irrelevant as I missed the stage where could have argued this and we could have used dashcam footage to prove it - now three months later that dashcam stuff is well overwritten a number of times.

Not irrelevant.   You will raise this at LBC stage and then (after you get a court claim) in your defence.

There is that, yes - although now without the dashcam footage. All we have is some (not all) receipts from the day in question showing we had an afternoon shopping back n forth between both the (almost co-located) retail parks.

Well there is something I didnt expect - but maybe is part of some cunning ploy....

Reply back from both the DPO's - neither of them can find me on their system using Name, Address.

Both have requested car reg. reference number, date and location etc.

Surely this is a nonsense.  I physically have the letter that was sent to me, at the current address and the old address was also give in my DPO email requesting they erase it.

I don't see that I am obliged to comply and provide further data - they clearly have my name/address (new/current) as I have the letter....   and I presume they had my old address for all the reasons already given previously).
