They are not, Direct Debit variable/pay monthly is exactly the same unit costs and standing charge as the Direct Debit fixed/budget option.maxmycardagain said:

Monthly billing DD (often called variable or whole amount DD) does not cost any more than fixed DD where you pay the same amount each month.

The prices for our receipt of bill tariff are as follows;
Electricity:
Unit rate - 35.48 p/kWh (DDM - 32.81 p/kwh
Standing charge - 60.56 p/day (DDM - 53.96 p/day)
Gas:
Unit rate - 10.85 p/kWh (DDM 10.18 p/KWH)
Standing charge - 34.34 p/day (DDM 29.11 p/day)

'Receipt of bill' is a distinct form of payment than a whole amount/variable direct debit, so not surprised the rates quoted for the former are higher.4

You are on a FIXED DD where you pay the same amount every month, no matter how much you use.
With a VARIABLE DD, if you use £37.56 in a month, you will pay £37.56. If you use £412.33 in a month you will pay £412.33. There is never debit or credit on your energy account, it is zeroed after your payment.Barnsley, South Yorkshire

4.3.4 We usually set your Direct Debit amount based on the amount of energy we think you’ll use over the year divided by twelve unless you pay by variable Direct Debit; which means you pay your bill in full when you receive one, so the amount may go up or down each time.
...... the above extract would suggest they do allow variable direct debit, even if they "didn't suggest it" anyway.
