Given your with a LHA / social landlord - as with most tennants - sadly you had little say in this decision, but will now suffer the costs.
E7 only works out cheaper if c40% of total use is in the off peak slots.
You cannot just focus on hw alone when deciding on best tariff.
That's far easier with nsh than daytime panels.
With just hot water immersion for light use and say a conventional cold fed electric shower carrying part of the water heating - you may struggle to reach that - even with no heating in summer - let alone even fairly minimal peak rate heating in winter.
So you probably still need to think carefully about the e7 vs sr question again.
Although hw is non trivial and year round it could well be dwarfed by 4-5 months of winter heating using panels etc at e7 peak rates.
My winter bills are upto c400kWh per month more than summer (the aver difference for 2 highest months vs 2 lowest for me)
And my annual off peak split - c75%. So my average unit rate at current prices 35/4+18*3/4 = 22.3p vs sr 27p.
But if my off peak use dropped below just over 50% annually - as it does in summer at times - like if use electric shower cooker etc at peak or washing machine repeatedly - some days even weeks in summer - sr would be cheaper.
Just as SR would be on e7 at c40% or less annually.
Paying for my upto 400kWh extra pm for heating at off peak rates (18p on e10, c14p on e7 with EOn here) is painful enough.
(But note that means also having to pay peak rate for other consumption- as per above - its really the ave rate that matters)
Paying for it at sr c27p would be even more so (at my mix)
But Paying it at peak rate on e10/e7 c35p - a disaster.
And would soon wipe out months of saving made on just my hw immersion heater (estimate c75kW pm for me in summer months).
And lastly - if rooms as lossy as you imply.
Look into layering (cotton leggings and sleeved t shirts as vests now prioritised for me over handing £100s more to EOn annually) and secondary heat the person devices.
Old style water bottles.
A cheap halogen (some as little as £20-25) fire positioned near to you on sofa - probably better to heat you first - making local part of room hottest - than a wall mounted panel heater heating 2-3 m away and heating walls / ceiling first.
But please if at all possible - don't ignore other risks of cold like dampness - and health - as even breathing in moderately cold air can be a problem for certain health conditions. Edit let alone secondaries of say sub 18 exposure re circulation system and blood pressue that come at all ages but far riskier as we age.
I use 2 layers min now top and bottom to keep feet warm - and be comfortable on sofa at lows c15-16 - leggings and trousers - or trousers and normal throw. Thermal socks - decent slippers etc.
Others use heated feet warmers and heated throws.
And if as it sounds likely to be struggling talk to citizens advice, council even power companies etc re supplementary schemes - grants or reduced rates etc - and insulation grants etc to reduce costs via improved losses.
And if elderly or on certain benefits - remember some state help still exists - like the enhanced wfp this year.
