Has the performance of these NSH's changed in the last 17 years? Because you said the bedrooms have always been cold 'except at 2am', which makes no sense, because they'll be both charging and emitting heat until at least 7am, unless your E7 meter time has drifted way out of synch.
What is driving the LL's decision to replace them now-a long-delayed complaint from you, or some other reason? Are they still working properly or not?
If they are old and no longer functioning properly, he can legitimately replace them with refurbs-they don't have to be Lot 20 compliant if so,No free lunch, and no free laptop

Many wouldn't be able to afford if they did.
Like most heaters, older lossy NSH are thermostatically controlled, the difference being they are core (brick) thermostats, not room.
The council may have noticed an increased failure rate, or struggled with replacement parts. You cannot buy non lot 20 compliant nsh new anymore.
Or just had lots of complaints about hot when don't need it, cold when do.
As many really don't like them anyway - the 2am (or later) hot spikes a common complaint, especially in bedrooms. Few want a peak temp output when snuggled under the duvet.
But the same heat when you don't need it happening in empty living rooms etc in wee small hours.
Old nsh on e7 just dont work well for many out all day - by late afternoon they are often significantly cooling down - by late evening too cold for many.
But replacing with standard panels everywhere - is the cheap for them (but not for tenants bills) solution - not the best one.

Granddaughter was viewing a flat to rent yesterday. Landlord proudly told her how he had ripped out the old gas CH and replaced it with panel heaters as they were much more convenient. She is not taking that one !!

But they will certainly charge until well beyond 2am, assuming a start time around midnight. If people can't afford it, then that is another issue, as it's the cheapest way to heat an all-electric flat.Scot_39 said:

I know you can't buy new non-Lot 20 compliant NSH's any more, which is why i specifically stated refurbs. Which are effectively as good as new, as there's not a lot to replace inside one.No free lunch, and no free laptop

Refurbs are probably not an option for a social landlord looking at potentially doing what could literally be 10s , 100s if not 1000s or properties over time - as part of a phased modernisation program.

I have storage heaters throughout my cottage, but only use them downstairs. They suit my lifestyle as I'm retired. But don't yours have an 'Output' control which you can turn down in the morning and then turn up when you come home? Mine certainly do.
For all the rooms upstairs (bedroom, bathroom, and loo), I use wifi plugs connected to fan heaters, which give me precise heat only when I require it. Given the complaint about hot 2am, OP would want to switch to min output before charge cycle not after.
And even on min output, some will not use in bedrooms, as heat output is still too high.
I never take mine off of min, but my charge on e10 is 3x a day - so run far lower input and peak temperature than others on e7 would have to.0 -
We had NSHs when I was young, but we never had them in bedrooms. It seems like really bad idea to me.

I wouldn't be without my bedroom storage heater which rarely goes above halfway input. Nothing worse than waking up to sub 10C in a morning.
