I have now received the outcome of the IAS aappeal. the decision is, indeed, to dismiss my appeal. They claim that the Operator has proven their case, and the parking charge should stand. The IAS is not able to intervene in my favour, and I am told to make a payment to VCS within 14 days of the charge.
Thank you to @Fruitcake, @Coupon-mad , @1505grandad for your advice in this process

Yes, as expected.  Of course they did.

But you know already from your reading of this forum NOT TO PAY IT!

Victims don't pay when they inevitably lose at IAS.  It was bad enough trying IAS at all; please don't make a worse mistake.

Losing at IAS is almost certain. Appeal is futile.

NO-ONE HERE PAYS OR PANICS WHEN THEY INEVITABLY LOSE.

It isn't what you or I (or MPs) would call an independent appeals service. You realise that?

You seem to be taking this stage too seriously.  Most posters swerve it completely.

Please read the above again If you were wrongly thinking it's over.

It's a shame you didn't get a chance to submit your final rebuttal, but you have lost nothing and this has cost you nothing but your time.
On the plus side, you have gained knowledge and experienced, and all the information you need to fight a court case should VCS decide to do so. If that happens, we will be here ready to help you.

Stay strong and do not pay.

Thank you @Fruitcake , @Coupon-mad , @Grizebeck . I do not regret doing the appeal to the IAS (with a massive help from @Fruitcake), I am just very annoyed at not being able to continue tooing and froing between the VCS and myself on the IAS appeal page due to our family emergency.
What shall Ie xpect to happen next? Will I receive an order to pay the "penalty charge"? Can I simply ignore it? And if I do - will VCS take me to court?

You may get begging letters from powerless debt collectors that you will of course ignore.

You may get a Letter Before/Of Claim and a Court Claim in the next six years. If that happens, come back to this thread where most of your defence points have already been posted.

If you move home before six years are up, send a rectification notice to the DPO of VCS instructing them to erase your old data and replace it with your new address for service. Make sure you use the word I have highlighted.

Other than that, keep coming back to this forum on a regular basis so that you can contribute to the forthcoming government consultation on parking charges that is expected to take place this summer. Get every friend and family member involved as well. This is the only way this industry will ever be forced to change and become regulated.

Thank you @Fruitcake. I knoiw you are right, but this process of dealijng with VCS is very unpleasant. I will need to explain to my family that we will have to ignore the letters from debt collectors. By the way, what is "the DPO" of VCS?
How can I contribute to the government consultation on parking charge? Is there a link to this?

Acronyms and abbreviations common to this forum can be found in the fifth post of the NEWBIES.
    DPO = Data Protection Officer.

By the way, you didn't receive a penalty charge, so please don't use that word.

A link to the consultation will be posted on this sticky Announcement thread by MSE_JC when it it becomes live.
