I recently received a letter 29/03/23 from DCB Legal for a unpaid PCN that I have to recall of from almost 6 years ago 27/06/17.
The amount due is £130
Looking for some advice on how to go about it. I have read through a few posts/threads and I keep seeing "read NEWBIES FAQ" but can't seem to find it
If someone could send a link to it, it would be much appreciated.

Perfect! You just tie them up by replying SLOWLY on the last day, asking for something each time, and time it out by the end of June.DO NOT YET USE THE FINAL TOOL YOU MUST SAVE TO DEPLOY ON 28th MAY.
Read the LBC section of the NEWBIES thread and tell us what you think that final tool is. And what bullet you plan to deploy first...I did give you a clue that it is "asking for something"...

Plan A is always for the registered keeper to complain to the landowner and their MP, and it is never too late to do this.
The sticky Announcement for NEWBIES is "stuck" to the top of the main forum page; the same page where you clicked on the Create Post button to start this thread.
You should also read the template defence sticky Announcement as well.
You should also send an SAR as per the NEWBIES to the DPO of the PPC. You will need to include non-photo proof of ID with your request.

Use the information in the link below to start asking questions to slow things down, quoting the relevant parts each time.
For example, ask for ADR as per the requirements of para 6, and remind them what para 7 says about the courts requiring them to comply.
Ask for evidence as per Box I of the proformas. Things to ask for should include a copy of the claimant's agreement with the landowner to prove they have the authority to issue PCNs and court claims.
Images of the signs present at the time of the alleged event.
Proof they have complied with the PoFA 2012 and can hold the keeper liable.
Etcetera. Drip feed these requests. Use any info they supply to ask for more info about that specific answer, or to clarify what they mean.
Ask for one or two things at a time. Two to three weeks later ask for something else or remind them they haven't complied with the PaP if they have failed to comply with requests.
Keep asking for more info until you send the 30 day hold letter on the 28th of May as advised by C-m above.

Just so I'm on the right page
First to do is send SAR to the PPC couple of questions each month? (Not until the 28th april)
Then sent the final to on 28th of may?0 -
Send the SAR in a few weeks time to the DPO of the PPC.
Then tell DCB Legal you require mediation, quoting paras 6 and 7 of the PAP, AND ask for some specific information such as the landowner contract they intend to rely on as near to the 30 day LoC deadline as possible.
Read and use the PAP as a weapon. Quote the relevant section of the PAP each time.
The idea is to slow them down by making them follow the PAP until you can issue them with a 30 day hold instruction to get you past the 6th anniversary of the alleged event before they issue a claim.
