You mention an experts report, have you had one done specifically to go to court with. Maybe the person who quoted you and gave his opinion may not want that used in a court case. An expert opinion is different from a quote from a builder.1

I don't disbelieve you, but where is the water coming from? It's just not plausible that in the current weather, rain or water from watering plants is just sitting there and not evaporating at all. If I go and spray my patio now, it will be dry in less than an hour, maybe a couple of hours if shaded.Dewdrops1420 said:

We're into a relatively warm period, people are hanging out damp laundry which is dry in a day, and having to water plants because rainfall has been limited in much of England recently. Your expectations are way too high. You had slabs laid three months ago, in peak growing season, and you have a few weeds. That's entirely normal, everyone has to deal with things like this at this time of year. Nature is incredibly resilient and resourceful, it will grow things anywhere it can.Dewdrops1420 said:

If I was OP I would lift the flags that are up against the neighbours fence & see what they are laid on. Then create a channel between the flags & the wall. To allow water to drain away.

Which should have lifted a flag to check...If they did not then do not use any of them, or you will be back again with the same issue.
Sounds like they are all working together. Which is why having a look yourself is a good idea.
