Chances are the same formula will be applied but 3.51p will be deducted from each half hourly rate.

That's exactly what they are doing - Octopus e-mailed the tariff changes on 18th March - which confirmed for Agile they will apply the full discount to the tariff.

I received a generic email, that they probably sent to everyone, and a specific email about gas (flexible); I've not received anything specific about Agile.
Taking off 3.51p/kWh makes little sense for Agile because of the cost implications for Octopus when we are incentivized to use huge amounts of electricity.

This is what it said right at the end of the very long email I got. I think it's pretty clear.
"Because Agile Octopus's unit price changes day to day based on the latest wholesale prices, we can't display your exact rates here, but starting April 1st your dynamic electricity rate will automatically be 3.5p less than it would've been thanks to the government discount"

So, presumably, we'd have been paid on all those "near miss" days we've had recently?

It would make sense as Octopus no longer have to pay the 3.51p per KW to the various Government and Eco schemes, even when the rates on Agile have been zero or negative, Octopus still had to pay 3.51p per KW out, as of tomorrow they no longer pay out that money, so it makes no profit difference to Octopus if they give the rates a 3.51p reduction across the board. It's why some of the Octopus EV tariffs now have night rates as low as 2p per kw.

The average for tomorrow is around 3p lower, and the carbon intensity profile looks similar to today, so reasonably comparable days.

It creates many more slots where high additional usage is incentivized. The cost implications depend on how many customers exploit it; but I for one are going to be heating my back garden this summer.

Even with the reduction after midnight this was a bad time to need to wash all of my hair 😒 (It's extremely long so rinsing it thoroughly takes a long time - I more often just wash the roots but it all needs a wash and has to be done tonight, no later. Annoyingly I was not well enough to do it on the cheaper days.)
I suppose, it could have been worse - and would have been worse tonight without the reduction. Small mercies and all that.
