    Their second response states they cannot give me the name of the landowner as it is "protected by GDPR"
    You aren't looking for the owner, though you can find that out from the Land Registry. You are looking for the occupier at the time who would have paid Non Domestic Rates on the car park. The Council would collect NDR and will have a record of who. You'd ask them via a Freedom of Information ... but check the information is not already freely available on the Council website. Look for the NDR list.
    • All land is owned. If you are not on yours, you are on someone else's
    • When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
    • "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere

  • It is very unusual for a PPC to actually own a car park. They set up an agreement with the landowners to ‘manage’ it.

    You could continue to pester Homebase for details of the landowner and suggest you cannot afford to use any of their stores in future if this results in a risk of an additional £100 for genuine customers.

    In the meantime wait for the results of your SAR and a potential claim form.
    According to the comment from Homebase, UKPC were the owners, but no longer are.
    I also find this hard to believe

    I have already stated I will no longer shop at Homebase, or any retailer affiliated with the brand, including Sainsbury's, Fuel stations and Argos...they do not care, lets be honest.

    Any tips on how to pester them further would be appreciated, but I feel it's a none starter with them

    I thought I'd draw your attention to this fairly recent thread which you might have not yet seen. You must keep going through all the necessary court procedure phases, but the hope is that your case will follow the same pattern as all those detailed in the thread. 

    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    This was my assumption / hope too
    But I'm coming up blank every time, and my google-fu is strong.
    Parkopedia has no useful info
    The retail park does not have its own website
    Using Google street view, it seems this car park ha changed hands multiple times:

    The latest image is 2017, and it is blurry, but I think it says "Site managed using ANPR and manual patrols  by Civil Enforcement Ltd." (They are registered on the BPA website as a member
    So I know that it changed hands again, some time between 2017, and 2019, at least once, possibly more.
    There are some images from the adjoining road in March 2022, again showing a different sign, but its unreadable from distance

    I am not going to pay for a Land Registry search.
    It seems that this car park is not listed as a car park on the B'ham council website. At all...seems strange?

    I will send one more e-mail. and then maybe try the twitter route

    Another question that I have...
    What is my play if do not receive a response to the SAR to UKPC?
    And how do I handle no response from DCB? (30 day extension etc.)
    In both mails I stated I wanted a confirmation that the mails had been, received, read and understood.
    If i get no response, do I assume it is ignored?

    OK, another update...
    UKPC have respnded to my SAR, and sent me .zip file with only 6 documents:
    A photo of the car entering the car park, a photo of the car leaving the car park (presumably, this is not clear from the picture) and 2 pictures of the VRN.
    And then 2 .pdfs of the issued PCN, dated 25.07.2019, and 27.08.2019
    These 2 documents from UKPC I 100% did not receive.

    In my request I wrote:
    The data should include:
    • ALL photos taken
    • All letters and emails sent and received - this includes all correspondence between (Removed by Forum Team), and UK Parking Control Ltd., and / or any third party company working, or acting on behalf of UK Parking Control Ltd. between 2019 to present date (30.01.2023)
    • ALL data held in relation to the above named, (Removed by Forum Team)
    • full copy of the PCN (ref. above)
    • full and complete list of all PCNs outstanding against the above name (Removed by Forum Team) and / or the VRN
    So, in my opinion they have not fulfilled my request. 
    I have received documents from from other companies on behalf of UKPC, which were not included in the SAR response. As requested in the 2nd bullet point.
