Send an online complaint to the BPA about this because it is a significant breach of the Code, on 2 counts:

1.  When a case is at POPLA, it must be frozen and certainly not passed to a debt recovery bottom-feeder;

2.  Once the driver's details are known, the BPA CoP (and the POFA) says that only the driver can be pursued. 

Would you suggest to open a complaint seperate to the appeals I am going to do in the next couple of days ? 

Because I’ve only done 1/40 or whatever so far as I wanted to see if the first one would be successful then use that template again .. looking like I’ll have to do them all in the next few days though since you only get 33 days i believe..

+ if I do it separately should I include the images that the RK has sent me ( btw dated + sent the same day my Debt recovery mail was posted too )

Like I said, a complaint to the BPA about any PCNs still being chased to the rk despite the driver being named and/or despite a POPLA appeal being in play.

Get more POPLA appeals done tonight for those ones that are with a DRA, so you can truthfully say to the BPA that a PoPLA appeal is in.
