Horizon Parking Ticket

Hi all!

having received more than 20 tickets through the mail from Horizon, I came across this here and their reviews are shocking, and I am looking for some help.

there has been countless tickets & pcns sent to a different address other than my own and the owner of the vehicle became very annoyed with me since everything was in their name. 

On the land there is no ticket machine to pay for tickets and the signs are no clear stating you cannot park there, ( if they were - I would not have parked there ) 

these tickets have gone up to £100 individually and they are asking for a ridiculous amount now. None of the tickets came through asking for £65 ( for not having a parking badge / paid for visitors badge etc ).

so immediately they were asking for the full amount to be paid £100 as opposed to £65 which is what you will pay if paid within the 14 days.

however the times in which I was parked there unbeknownst to me you had to pay since it is private land but you can’t tell since there are not any clean sings stating you have to pay - not to mention it was dark when I was there. 

They declined my appeal ( shock after seeing everyone’s posts here ) - they have suggested to appeal through POPLA or by law they said to go to the Ombudsman ( which they have chosen to not participate with ). 

- The signs are not the clearly to see ( I have proof )
- The times when I parked there nobody was there 
- Totally dismissive of my appeal. 
- Tickets went to the wrong address 
- Asking for the full amount on the tickets sent to me ( after transferring liability to myself from the vehicle owner )

I am totally lost for words on what to do with the matter if anyone could help me that would be great. 

They sent multiple letters through the post - some a repeat of ones they had sent before. Each time they were all at £100 as opposed to £65 which can be paid before the 14 days. 

Also I requested for them to be frozen at £65 which they should have been - they actually confirmed on email the would be £60 but then when they came through the post, it was still at £100.

  • There is pictures on their letters they have sent to me of me entering and leaving but not parked when I was there. 

    They have also already taken about 5 to a debt collector.. but not the others which I find very bizarre. 

    I have gone back and fourth emailing them too. 

    To which they have rejected everything I have said. 

    If anyone could put together and email to send and who tk send to that would be greatly appreciate. Thanks in advance!

  • They have also resent MORE tickets since the transfer of liability from the owner of the vehicle to mine, and again - they were sent to the owner as opposed me myself.

    Stop what you are doing.  Stop the keeper from doing any more transfers of liability.

    Stop appealing as driver! 

    All the KEEPER needs to do (not you) for the new ones, is appeal in their name using our template appeal.  You know, the one you saw in the 'sticky' thread in capitals at the top of this forum, called NEWBIES PLEASE READ THESE FAQS FIRST.

    The keeper can add 'I was not driving and your NTK is non-POFA so you can't hold me liable'.

    WHAT THEY DO NOT DO IS NAME YOU.

    Horizon cannot hold a registered keeper liable... so the LAST THING to do was tell them who the driver was (the person they can hold liable).  Eeeeek!  Wrong move.

    So now that it’s gone past the point of getting the KEEPER to just say they weren’t driving & appealing as ‘the driver’ and accepting transfer of liability what should I do now?

    The fifth post on the NEWBIES thread explains most of the acronyms and abbreviations used here.

    It states that NTK = Notice to Keeper.

    What should I do re the debt demands - I haven’t received anything as of yet from them, I just saw that the details have been passed on and we’re unable to be appealed. 

    I’m on the thread now in a separate tab, do you suggest to get the template sent asap?

  • Also where liability has already been changed does it still stand to appeal under the ‘hirer’ ?

    or would it be effective to do those under the keeper? And the others as the ‘hirer’ ?
