Thank you but I do not understand this. They know the driver's details as they have written to the named registered keeper
NO they don't, they only know who the registered keeper was. Could the driver have been a partner, sibling or adult child?

The reason for sending that is it is a well tested legal get out of jail card. That is the template appeal you need. No need to look for anything else, just send that as it (no editing) and NO naming the driver or saying I was driving.

Edit to add: POFA is the Protection of Freedoms Act, Schedule 4 contains very strict rules about claiming the charge from the keeper were the driver is unknown. They have failed to follow the rules. It is an easy win if you do not name the driver or inadvertantly refer to yourself as the driver. This is not lying, it is remaining silent.

    Appeal template?

Grizebeck told you what to put!  Easy to kill.

And your plates are not cloned.

But it isn't cloned plates. It's an ANPR misread.  They've enhanced the image by guesswork and got it wrong.

Grizebeck's appeal will kill it without any effort.

Thank you. I can see both the original number plate on the car and the one in the enhanced imaged. Both are the same.

Because parking firms are allowed some licence to photoshop unclear plate images, which is what they've almost certainly done.  That car is probably one digit different than yours, in reality.

The appeal you've been given will end this.

I'm hestitant to share your confidence when the car is the same make, model and colour. Statistically I would expect that 2 near identical cars having almost identical number plates to be there with a different type of ticket (like a winning euro millions one)

The number plates look like they match? Mine is an estate, but there are other differences

Second digit could be a Y.

    Last digit could be M.

I tried several combinations - one is not registered with the DVLA. Whereas the other is a Silver BMW 525
