The sign (contract) states "parking period commences 5 minutes after entry" - have they taken that into account in the above?3 -

Update to this ticket was the local MP wrote;
Thank you again for your email regarding the Parking Charge Notice you received.
As my Senior Caseworker indicated, your correspondence was forwarded to the Managing Director of RingGo. Due to the nature of your correspondence I have now received a response from Mr Dave Gilmour, Complaints Team Manager of Premier Park, which I include below for your information.
I hope that this reply will come as good news.
Please let me know if I can be of any further assistance with this or any other matters in the future.We write in response to the below email trail. We note the following points of concern:
- The vehicle overstayed the paid parking period by 1 minute and received a Parking Charge Notice.
Following receipt of the above referenced correspondence we have conducted a review of the Parking Charge Notice and have concluded that the same was issued correctly for the following reasons:
- We can confirm that this Parking Charge Notice was issued correctly due to vehicle overstayed the free and paid parking sessions. At Park Lane Car Park, Poynton there is a free parking period of 1 hour and 30 minutes, if vehicles are to remain on-site after this time, they must ensure payment is made to cover the entirety of their stay, leaving the car park during this authorised stay period. As this vehicle left after the authorised parking session had elapsed, a Parking Charge Notice was issued correctly.
Having reviewed your above referenced correspondence we have as a goodwill gesture decided on this occasion to cancel the Parking Charge Notice. The decision to cancel the above Parking Charge Notice has been made with the assumption that your Constituent will in future, adhere to the advertised parking restrictions that we have been requested to manage and enforce at the Car Park.
We are keen to work constructively with all MP's and yourself who have concerns about the private parking profession and if you would like to meet to discuss any issues, we would be very happy to do so.
We thank you for contacting us and trust the above response addresses your queries.
You have now exhausted our internal company complaints procedure. If you remain unsatisfied by our response you may contact the British Parking Association (BPA) for further escalation for complaints pertaining to parking enforcement.
You will be required to upload a copy of this response as part of your evidence submission to the BPA. If this is not provided, the BPA will be unable to consider your complaint.

Plan A strikes again. I would still make a complaint to the BPA showing you evidence and their sign stating that "parking" does not commence until 5 minutes after entering the car park, your ticket for the extra 3 hours and their "evidence" of your 4:31 minutes on site.
It can't hurt you knowing that they have to consider your complaint and feel the collar of their member.3 -
Wow they are actually admitting they allowed no grace period whatsoever at this site after paid-for time and they still say to your MP that the PCN was issued 'correctly'. It wasn't!
Please send that entire email to the BPA and state that you are attaching evidence that Premier Park are operating this site with no grace period at all, and are saying to an MP that an overstay PCN of ONE MINUTE 'was issued correctly' and despite cancelling this PCN they have warned you not to do it again. Therefore no grace period is ever being honoured. A clear breach of the BPA CoP (mandatory grace periods) admitted to an MP. What are the BPA going to do about it?

@Coupon-mad would it not be prudent for the OP to also point this out to the MP, to ensure he isn't hoodwinked into thinking what kind and reasonable people the scammers are?2
