Did you appeal "on behalf of the driver" or did you appeal following receipt of a Notice to Hirer?  Presumably if you used an Edna Basher appeal, it is a leased or company car.  Are you the Registered Keeper or is that the lease company?  Have you hooked it away from the lease company and told the not to pay on your behalf?
It is a leased car, the PCN was originally sent to the lease company and they just sent a letter to Premier Park and to us with the name of the long term hirer and address. Premier Park then sent the PCN to our address. I appealed through their online system with the second of the Edna Basher appeals.

The lease company have said they won't be dealing with Premier Park any further!

Fine.  Do what I said and just search and read other threads about that nullity.  Please don't ask us what to do when such a response arrives...!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Arrghhh! Honestly these companies make me seethe, they consume valuable time fighting ridiculous fines!! I am going to the local MP on this one.

Entered car park at 9:49am - there is a 90 minute grace period - this would take me to 11:19am
Paid for 3 hours of parking - this would take me to 2:19pm - they have a picture of me driving out of their car park at 2:20pm and want to fine me £100!!

What happened to the 10 minute grace period written into law??!!
I appealed with my parking ticket and they have refused it saying at 14:20 you did not have a ticket in place - despite them having picture evidence of me leaving at that time.
    They are sickening.

I appreciate your frustration with the repetitive work of responding to so many posts on here, however I didn't ask you what to do. I was merely updating the thread with their response.

Do you mean you can park free for up to 90 minutes? It is probably that if you want to stay for three hours you DON'T get the 90 mins free.  Maybe it's one or the other.

Or maybe a typo in the VRM input?  Do you have the ticket or app showing the VRM correctly?

Can you get a close up pic of the signs?

Yes the first 90 minutes are free and then you have to pay for any time further than the 90 mins - the car park is our work car park so almost certain on this but I will go and check small print again.

correct VRM on pics and PCN, times are the ones I have gained from their photographic evidence, so it is what they are claiming against us, which is why I am so surprised they have declined my appeal.

I'll grab a confirmation pic this week of the small print at car park when I next use it.

Already had contact back from local MP, he is going to follow up with Chief Executive of RingGo on our behalf!

I don't understand what they think you did wrong!

Whilst we note the comments and reason for appeal advising you made payment, we can confirm that insufficient evidence has been provided to substantiate your claims. Payment was not made for your full parking period. The photographic evidence indicates the length of time the vehicle remained on site; this information is then cross-referenced with the data from the payment services.

The vehicle remained on site for a total parking period of 4 hours and 31 minutes, meaning the whole period of parking was not paid for. By remaining on site, this means you are agreeing to the advertised terms and can comply with them. As your vehicle was not authorised to remain on site for the full duration of stay, we can confirm that this PCN has been issued correctly.

This is their actual response, 4 hours 31 minutes, I have a receipt for 3 hours and I get 1.5hrs free so am I correct in that they are disputing the 1 minute? Which would be illegal?!
