There are currently three fines we have been sent by Premier Park - for parking at Park Lane car park in Poynton, SK12 1RE (highlighting for other people caught here!)

1. they claim they cannot send DSAR without proof of identity being sent in the post - where do we go with this one?
2. Claim that at 14:20 on this particular day that 'whole period of parking was not paid for' funny that as I have a receipt for the exact time they say I had no ticket - SCAMMERS
3. The car was 11 minutes outside of free parking allowance so £100 due (when its £1 per hour to park - SICKENING) - there must be a specific way to argue the gross increase of costs. Am I using the admin fee increase from the newbies section to argue?

Thank you in advance

You send a copy of the PCN (it is not a  fine and why do you have three!) and a copy of your V5C, this proves your address, which is all they should need - if they continue to refuse the SAR, report them immediately to the ICO.  You can do all this by e-mail to the DPO of the PPC, no need to post anything. If it actually is Premier Park, use: -
    DPO@premierpark.co.uk.
Do not send any photographic proof - not required.
Send them the standard appeal, written in blue text in the NEWBIE sticky - you did find that when you read the sticky didn't you?

The car is a leased car so no V5C form, I read the NEWBIES section for leased cars but didn't find a situation like ours?
It is where the car is parked almost all week for work so sadly held to their ransom most of the time!!
Yes, will send standard appeal - just didn't know if there was something specific for the increase of £1 loss to £100 attempt to reclaim!!

With a leased car I would not send the standard appeal.

Scroll down to the bottom of the second post of the NEWBIES thread where you will find three example appeals by Edna Basher for slightly different situations involving leased/hired cars. Pick the appropriate one.

You are not meant to be looking for 'a case like yours' in the NEWBIES thread. The appeals examples don't need to cover parking situations.  The one for you is the lease/company car example.

I've no idea why you are sending a SAR if you are at early appeal stage for all three PCNs.  If so, then the Edna Basher leased car appeal (put in online three times) is clearly right for your case.

Along with advice by @KeithP and @Coupon-mad when you do submit the SAR just use a copy of their PCN plus recent utility bill.

Thanks for your advice - the first ticket is from July 2022 and have had the standard multiple debt collectors letter so I assumed I was past the point of one of Edna's appeals? But happy to send them the second option if it would still be considered at this point.

The second one is from November and I had a ticket so I dont need to do anything with - im just making the point that they are complete scammers and surely leverage to point out they fine innocent people with me having evidence!

The third one ive just noticed is actually from January 2022!!! They have issued the ticket on January 2023 so i'm almost certain thats a straight cancellation for not sending me the ticket in time! Thats why I considered the appeals not to be suitable for me but I appreciate you probably are bored of telling people the same thing repeatedly!

     Thank you for your help!

You are too late to appeal the older two.  You didn't rell us they were old.  The Newbies thread 4th post tells you how to deal with the laughable debt demands.

The third one ive just noticed is actually from January 2022!!! They have issued the ticket on January 2023.
Do what?!  That is late.  I assume your lease form got spooked by a 'scary' letter (like the ones you are cheerfully ignoring) and finally transferred liability to you as hirer.

Just use Edna's appeal and repeat a similar version to IAS for that one.

i'm almost certain thats a straight cancellation for not sending me the ticket in time!
Completely wrong.  That is not correct.

  • Response to Edna appeal -

We write to acknowledge receipt of your recent online appeal, on behalf of the driver, appealing against the issuing of a Parking Charge Notice (PCN) to the vehicle.

We note your comments and must refer you to the Protection of Freedoms Act (PoFA) 2012, Schedule 4 - Recovery of unpaid Parking Charges. This is available to view online at:

    http://www.legislation.gov.uk/ukpga/2012/9/schedule/4

We now therefore request that the details of the driver of the vehicle at the time of the contravention are supplied; this must include their full name and serviceable postal address.  If you are unwilling or unable to provide these details the registered keeper of this vehicle will remain liable for this PCN.  This information should be provided by 27th January 2023.  Please note, Premier Park Limited will not reply to any correspondence until after the above date, if the requested information is not provided.

If we do not receive this information by the above date, the appeal will be formally responded to and we will hold you liable as the Registered Keeper of the vehicle on the date of the contravention.

Please note if we receive correspondence from the driver at the time of the incident we will not respond to you further on this matter.

If you would like to view our photographic evidence, please visit www.pcnpayments.com

This must be submitted by filling in a new contact form at appeals.premierpark.co.uk or by filling in the Transfer of Liability form on the reverse of the PCN and posting it to Premier Park, PO Box 624, Exeter, EX1 9JG.

    Yours sincerely,

Did you appeal "on behalf of the driver" or did you appeal following receipt of a Notice to Hirer?  Presumably if you used an Edna Basher appeal, it is a leased or company car.  Are you the Registered Keeper or is that the lease company?  Have you hooked it away from the lease company and told them not to pay on your behalf?

There was no need to show that standard response.  Take a sentence from it and pop it in the forum search box, saves us having to repeat what you obviously do with that nullity of a reply!
