Call the surgery immediately. It does sound like a urinary infection - exactly as my MiL was a couple of times. Antibiotics and a couple of days and it was like the fog had lifted.
If there's going to be a delay get him to drink plenty of fluids - MiL hated this as it meant she had to go to the loo - which was difficult with her being less mobile. But my guess is that she was about 20 years older than Mr F and he does seem quite capable of getting about unlike her.
It does seem very odd that an issue with one's waterworks can cloud the brain - but as we all know the human body is a fairly odd thing in all sorts of ways. Mr F was dreadful in the town - walking around with his mouth open, his trousers kept falling down and he was not at all with it. Someone in a car called out hello to him when we passed them while they were waiting at traffic lights - he doesn't know who it was but they said his name so knew him.
He seems worse in the evenings - I had someone coming here at 8.30 so set an early alarm but he kept mumbling and ranting as I tried to get off to sleep.
I don't want to get impatient with Mr F but I am manning two phones - trying to call people and keeping an eye on him.Please do get him a drs app ASAP, something is certainly very not right. Even if you do like weenancy and say hes needs to escort you! It really sounds like he needs medical attention to see whats going on, and you must be worried sick. Thank you @floss, @2Scratters and @tc77. I have said 'No' to going to my dad's, given my dd a huge hug and a talk and will try some of the sleep tips too.
Today's playdate went really well and even youngest dd had a great time, enough to talk in front of eldest dds friend and family. Youngest dd is selective mute (won't talk anywhere outside except library and supermarket) so it was a truly wonderful thing to see and hear! I am taking the long weekend 'off' for fun, chocolate and just my favourite things. Tomorrow I am up early for a long walk (my last one as have to taper the exercise) and then lego, watching a family film and Easter crafts and house decorating. I am going to turn my phone off this weekend as there is nothing that I can do to progress stuff with dad. Mrs SD, yes I have designed the bathroom but to be honest it wasn't difficult because the room is about 4' x7'. The layout was dreadful as to accomodate a shower over the bath, the sink had to be in a very inaccessible place where you had to squeeze between the end of the bath and the toilet.
I started by saving lots of bathroom pics that I liked on Pinterest.I decided on a style that I think compliments the age of the house. Then I spent a long time thinking about trying to improve the layout. My solution was to have the window moved which was last year, the builders partner had a baby and that and paternity leave meant it dragged on. A change of plumber and here we are.
Initially I wanted a walk in shower like I'd had in Canada with a proper tiled seat. Mr V thought we should have a bath in case we do have this cottage as a holiday let in the future. So to let him feel part of the team we have a shower over the bath. I bought a new in the box vanity unit and sink off FB and the plumber recommended the bathroom and tile place we have used. They are online but do have a few stores,our nearest is Stoke on Trent. They have been excellent and very reasonable. I am very decisive so We went to the store and walked round with an assistant and I said,that shower,that screen,those taps,that toilet,that radiator,those tiles,that flooring etc. We were done dusted and paid in about 15 minutes.
We are having a light switch in the bathroom which is motion activated, I had no clue I needed one until the electrician told me about them. Also having down lighters and new extractor fan. electrician sorting all that. I forgot to take a before pic but will take an after pic for you.
All I have to do now is order a Roman blind and buy a hand towel holder and Toilet roll holder and possibly a new hand towel. We have pictures in the loft that I will try to use,we shall see.
I knew it was Easter but not that it was actually imminent! The weather looks nice, Mr V is working a lot so I hope to be able to get in the garden.

@Florenceem hugs. I do hope you get Mr F to see a Dr. Maybe worth checking out urine infection as can affect people differently and one of the first things Dr's check when any one middle aged and older is confused. It may be something else that you can get help with.
Friend helped me take furniture to the restorers but I forgot to take my fabric so may have to do another trip. Putting physical declutter in the too hard box although had a few enquiries around small things.
Hope to tackle the garden tomorrow. Take care all x
